Site work and paving for a civil project in Belleville, New Jersey. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The Project consists of installing new water main, service lines, hydrants, gate valves, pavement repair, and restoration. All water main work on this contract must be completed within 90 calendar days from issuance of a Notice to Proceed. Final paving and restoration must be completed within 120 days from the issuance of a Notice to Proceed. Hard copies of the bid documents will not be available or issued at this time. Contract Documents and drawings for the proposed work (the Contract Documents), which have been prepared by the Township Engineer, Thomas J. Herits, P.E, P.P., P.L.S., of the firm Colliers Engineering and Design, are available to prospective bidders upon formal request via e-mail. Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Township of Belleville, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Township of Belleville for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. The Owner or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with the following: A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et. seq.). B. The provisions of the New Jersey Prevailing Wage Act Chapter 150 of the Laws of 1963, effective January 1, 1964, and the Davis-Bacon Federal Wage Requirements and N.J.S.A. 34:11-56.25 et. seq. C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1). E. The Contract governing the work is funded by monies received by Essex County under Title I of the Housing and Urban Rural Recovery Act of 1983 (P.L. 98-181). Under the said Act the Davis Bacon act is applicable to the contracted work. Accordingly, the contractor must abide by the provisions of the Federal Labor Standards which are included as a part of the conditions of the contract. All bidders will be required to submit their DUNS number (Data Universal Numbering System) as well as their SAMS CAGE code (System for Awards Management Commercial and Government Entity). Prospective bidders without these numbers will not be able to be considered responsible bidders, thus eliminating them from any awards. Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
