FEMA Region 10 has a requirement for HVAC Return Fan Upgrades at the Federal Regional Center. This is a combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation WILL NOT be issued. The solicitation number is 70FBR023Q00000003. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through Federal Acquisition Circular 2007. Please note that any solicitation materials, documents, drawings, specifications, and/or attachments to the anticipated solicitation will be available only electronically and via the government point of entry found at SAM.gov. Hard copy documents will not be supplied by the government to any interested parties as a result of this solicitation. Vendors submitting quotes to this requirement must be actively registered in the System for Award Management (SAM) to participate; quotes received from vendors that are not currently registered will be rejected. Quotes must be submitted by the required deadline to the point of Contact listed via email. Onsite required prior to award and to take place on August 23, 2023 at 11AM PST. Arrangements must be made to attend 24 hours in advance with Richard Albidress at Richard. Albidress@fema.dhs.gov. Reference attached Statement of Objective. The Government will evaluate Offeror's proposal submissions based on Best Value and the following evaluation factors, listed in descending order of importance:
o Factor 1 - Technical Approach/Capability and Prior Relevant Experience
o Factor 2 - Management Approach including Capability of Proposed Key Personnel
o Factor 3 - Past
o Factor 4 - Price
When combined technical factors 1-3 are equal in weight to price. PROJECT WORK HOURS AND ACCESS
Working hours of the building occupants designated to assist with this project are from 7:00AM to 4:00PM
- Monday through Friday, excluding Federal holidays. Work performed under this contract shall be
performed during these hours designated above, unless otherwise approved in advanced by the FEMA
Region 10 Facility Manager or designee. The Contractor shall coordinate the contracted and/or related
work items with the FEMA Region 10 Facilities Manager or designee. The Contractor shall make request
for exception to the work hours indicated above to the FEMA Region 10 Facility Manager or designee, at
least 48 hours prior to the proposed deviation from the above work hours.
