St. John Volunteer Fire Department is seeking sealed bids for one (1) Pumper Tanker apparatus assembled on a two (2) door commercial cab and chassis and 3000 Gallon Polypropylene water tank, 1500 GPM pump with an extruded aluminum body construction. Late Bids or Emailed Bids shall not be received or considered. It is the intent of this request for St. John Volunteer Fire Department to purchase complete Fire Apparatus Pumper Truck equipped as specified. The primary objective is to obtain the most acceptable apparatus for service in the Fire Department. These specifications cover specific requirements as to the type of construction and tests the apparatus must conform, together with certain details as to the finish, material, equipment, and appliances with which the successful bidder must conform. Unless otherwise specifically provided in this bid request, reference to any equipment, material, article, or patented process by trade name, make, model or catalog number in these specifications shall be regarded as establishing a standard of quality, and shall not be construed as limiting competition and equal products may be substituted. Equivalency will be determined by St. John Volunteer Fire Department, and the decision of St. John Volunteer Fire Department shall be final and conclusive. St. John Volunteer Fire Department reserves the right to reject any and all bids and accept the bid if it is in the best interest of the Fire Department. The outside of the sealed envelope must be properly marked and identified by: "Bid on Fire Apparatus." St. John Volunteer Fire Department hereby shall allow "Piggy Backing" of this apparatus proposal pursuant to Louisiana Revised Statute (R.S. 38; 321.1) and (R.S. 33:1324) for a period of one year from date of contract or purchase order issuance from St. John Volunteer Fire Department under the approval of same. This provision shall be available to the State of Louisiana and any political subdivision of the state, including municipalities, parishes, and levee districts, among others. The "piggyback" method is available, which allows for the purchase of materials, supplies, vehicles, and equipment through an existing public contract of another political subdivision within one year of the opening of bids, provided that certain conditions are met. These conditions include compliance with R.S. 38:2211 et seq. for the bidding of the original contract, the written consent of the political subdivision that bid the contract, and the identical vendor, product, materials, supplies, vehicles, or equipment at the same price as the original contract. A certificate of compliance from the political subdivision or the office of state procurement may be relied upon by state agencies or local government agencies.
