INTRODUCTION In accordance with Section 103D-304, HRS, the Department of Business, Economic Development and Tourism (DBEDT), Foreign-Trade Zone Division (FTZ), is publishing this notice to invite persons engaged in providing Electrical Engineering Services to submit current statements of qualifications and expressions of interest for project consideration. FTZ has a number of electrical engineering issues relating to makai delta system, the Homer A. Maxey International Trade Resource Center air conditioning system, the photovoltaic system, a potential microgrid, and other general requirements that are a result of aging infrastructure. FTZ is seeking submittals of qualifications from offerors to provide comprehensive Electrical Engineering services for all phases of trouble-shooting, planning, specifying and testing electrical issues and solutions at FTZ's Pier 2 facility, 521 Ala Moana Blvd, Honolulu, Hawaii 96813. The selected vendor will serve as the principal point of contact and technical advisor responsible for overseeing all aspects of the electrical work conducted at the FTZ facility. The vendor will be responsible for plan and design and testing solutions. II. CONTRACT START DATE The start date for services will be as soon as funds have been approved (estimated to be secured in September 2023) and vendor selection has been made. The State has the right to cancel this solicitation should funding not be made available at any time during this solicitation process. III. TIME OF PERFORMANCE This will be a multiple year contract, to be determined by the time required to complete the work, with potentially three (3) options to renew at the same price. IV. PAYMENT FTZ anticipates that the Electrical Engineering contract will be appropriately scoped and phased with formal Notice to Proceed for each phase. Payment schedule will be negotiated with selected vendor. EVALUATION CRITERIA The submissions will be evaluated by the following criteria: 1. Experience and professional qualifications relevant to the project. 2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies. 3. Sufficient staff and capacity to accomplish the work in the required time. 4. Previous work experience with public agencies and familiarity with the various agencies and departments involved. VI. INSURANCE REQUIREMENT Include in your firm's submittal Proof of Insurance for: 1. General liability insurance for limit of not less than $1,000,000 per occurrence and $2,000,000 aggregate. The STATE shall be named as additional insured. 2. Automobile liability insurance for limit of not less than $1,000,000 per accident. 3. Professional liability insurance for limit of not less than $1,000,000 per claim and If a firm is not able to provide the above insurance certificates at this time, a letter from an insurance company stating, if the firm is selected, they will insure the firm for the insurance policies and the amount of minimum coverage required above, will be accepted as proof of insurance. The STATE shall be named as additional insured. VII. MATERIALS TO BE SUBMITTED FOR VENDOR CONSIDERATION Individuals or firms shall submit five (5) copies of their response. The submission shall be organized accordingly: 1.
