The purpose of this Request for Proposal (RFP) is to establish a multi-year contract to conduct (1) ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers) Commercial Building Energy Audits (Levels I, II, and III) and (2) Energy Conservation Consultation Services. Metro Nashville Government is committed to reducing the department's overall energy consumption and greenhouse emissions in its facilities. The city manages a large portfolio of facilities varying in age, size, operations and building type and its portfolio ranges from office buildings, schools, fire stations, police precincts, and healthcare clinics as examples. The facilities contain a variety of HVAC and mechanical, lighting, building automation, electrical, and fire alarm equipment, systems, and controls from various manufacturers. Most facilities house one to several Metro Nashville Government departments and divisions with unique operations and scheduling. Metro is seeking an experienced and qualified firm comprised of energy management and engineering professionals with expertise and experience in energy conservation and sustainability. In addition, this firm has the qualifications and expertise to conduct ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers) Commercial Building Energy Audits for Levels I, II, and III. The consulting firm will have the ability to both conduct ASHRAE Audits and assess and review the energy and water performance of selected facilities, recommend list of Energy Conservation Measures (ECMs) for each facility, and assist/manage the implementation of the selected ECMs. The intent of the contract is to have the consulting firm provide ASHRAE Audits and energy management analysis, consulting, and solutions based on expertise and experience in the field of energy and green building management. The goal of the department is to reduce, at a minimum, its overall energy consumption and greenhouse emissions by 20%, from the baseline year of 2019. This is in accordance with the Metro Council Ordinance No. BL2019-1599 - Green Building Standards (see attachment). The awarded firm shall also provide consultation services that helps the department develop and implement an Illumination Guideline and Strategic Energy Management Plan for its buildings. Bidders must submit a proposed team of energy management professionals (consultants, managers, engineers, etc.) that will be assigned to work on the contract.
