The intent of the "Community Development Block Grant" shall be to acquire a price to install park access road and an ADA accessible walking track and an ADA accessible parking area. The intent of the "Department of Conservation and Natural Resources" shall be to acquire a price to install a sports court and access to the sports court, rock infiltration area, overlaying of an existing walking track, and access to a proposed pavilion and existing restroom. The Borough will only award one contract for both of the grants. The Borough reserves the right to award the Community Development Block Grant Project with the Department of Conservation & Natural Resources Project to only one contractor. The Borough will not award separate contracts to different contractors for these projects. Therefore, the Borough will not award a separate contract for the Community Development Block Grant and a separate contract for the Department of Conservation & Natural Resources Copies of the Contract Documents may be examined at the Manor Borough Building, Borough Manager's Office, Manor Borough Building, 44 Main Street, Manor, Pennsylvania 15665 Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents as defined by the Prevailing Wage Act furnished by the Commonwealth of Pennsylvania Department of Labor and Industry must be paid on this contract. The Wage Determination Schedule Serial Number is PA20230002. This project is funded, in whole or in part, with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory. Each bid shall be accompanied by a certified check payable to the Borough of Manor, a bid bond, or negotiable U.S. Government Bond, in an amount not less than ten percent (10%) of the total bid for this contract, in accordance with the provisions of the contract documents. Upon award, the successful contractor will be required to provide a Performance Bond, Labor and Material Bond for the full amount of the contract. Upon completion of the project, the contractor will be required to submit a 24-month Maintenance Bond for the contract. The successful bidder will be required to comply with all federal, state and local laws and regulations, which may be applicable to these contracts. These include but are not limited to laws and regulations governing fair employment practices, and those dealing with the prevention of environmental pollution and the preservation of public natural resources. The Borough reserves the right to reject any and all Bids for a valid reason; and/or to waive any and all informalities not involving price, time, specified materials or changes in the work. The Borough also has the right to reject all nonconforming, non-responsive, contradictory or conditional bids. In evaluating bids, the Borough shall consider the qualifications of the bidders, whether or not the bids comply with the prescribed requirements, and such unit prices and other data if requested in the bid forms. Subject to the approval of Borough Council, the contract will be awarded to the lowest responsive and responsible bidder. Responsibility of the bidder will be determined on the basis of past performance on work of similar character, equipment and labor available to do the work and financial status. The Borough may during the bidding period make certain changes that may alter the plans and specifications. Bidders shall receive addenda for such revisions and any such addenda will become part of the contract document. No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for the receipt of the bids. If a contractor submits a bid and does not attend the pre-bid meeting, the contractor's bid will be rejected and will not be opened. All bids must be received in a separate and sealed envelope or folder for this contract and clearly labeled "2023 Borough of Manor - Manor Park Improvement Project". Faxed bids will not be accepted
