Request for Engineering and Environmental Qualification Proposals for Planning Design, Contract Administration Construction Inspection, Environmental Services The City of Bismarck requests written qualification proposals from interested professional engineering and environmental service firms with capabilities required for the planning design, contract administration and inspection services and environmental services as required under a multi-year basis for the Bismarck Airport. The City plans to select one engineer firm and one environmental firm. Projects may include, but are not limited to, environmental actions such as environmental assessments or categorical exclusions (CATX) related to airport projects; developing runway and taxiway surface maintenance and painting; runway and taxiway rehabilitation, and improvements; access road improvements; parking lot/service road expansion and rehabilitation; drainage improvements; installation of passenger boarding bridges; wetland mitigation; ramp rehabilitation and expansion; rehabilitation/expansion of commercial terminal building and parking ramp; passenger facility charge applications; acquisition of land (Layout Plan Sheet 19, Parcel J and Runway Safety Areas); equipment acquisition bid documents; project and grant administration and other projects listed in the Bismarck Airport approved Master Plan and Airport Capital Improvement Plan(s) as they may be amended. A basic contract will be negotiated with the successful engineering firm and the successful environmental firm on a project by project basis. All contracts involving grant funds from the Federal Aviation Administration will be subject to FAA approval. The City will make grant application to the FAA. Qualification proposals for the above work shall be keyed to the firm s ability to perform the necessary service (for example: 1. Technical capabilities, 2. Experience and performance records, 3. Understanding of project and proposed work approach, 4. Knowledge of regulation and local conditions, 5. Project personnel assignments and qualifications, 6. Ability to respond in a timely manner). The engineering firm, architectural firm and environmental firm selected will be required to comply with all applicable Equal Employment Opportunity laws and regulations and the Airport Disadvantaged Business Enterprise Plan.
