Contractor shall furnish and deliver one new Tainter Valve (TV) hydraulic cylinder to John Day Dam and refurbish all four existing TV hydraulic cylinders. To refurbish all four TV hydraulic cylinders, contractor shall design and construct a new TV hydraulic cylinder that is a direct replacement of existing TV hydraulic cylinders. Government personnel will remove one of the existing TV cylinders in worse shape and install/start-up the new TV hydraulic cylinder in its place. Upon installation of new cylinder, contractor shall refurbish the hydraulic cylinder removed and shall return it to Government. As existing TV hydraulic cylinders are refurbished, government shall install them, and contractor shall refurbish them until all four TV hydraulic cylinders are repaired. The contractor shall also provide maintenance manuals, including parts breakdown and as-built drawings upon delivery of new TV hydraulic cylinder. Two sets of technical documentation, including technical data sheets, and shop drawings shall be submitted to the technical point of contact at (through Contracting Office), for technical evaluation, prior to contract award. Preaward submittals shall show physical and mounting dimensions bore, seals, seal wipers, rod diameter, pressure rating, thrust, connection ports, rod end configuration, effective stroke, rod material, and rod finish and all other material substitutes proposed.
