The City received $200,000 from the U.S Department of Transportation (USDOT), Federal Highway Administration (FHWA) through the 2022 Safe Streets for All (SS4A) grant program. The City will match the federal funds with $50,000 of local funding for a total of $250,000 for this project. The City of Sandusky is a small Ohio community of 25,095 residents and a regional population of 74,780 with booming tourism tied to Lake Erie and Cedar Point. Greater Sandusky and Erie County is rural, relying on Sandusky for daily needs, creating a larger impact area. With its tourism-driven economy and ownership of the county-wide transit agency, the city is committed to improving transportation safety throughout the community. Sandusky was a stakeholder supporting the recent regional Local Road Safety Plan (LRSP) by ODOT and Erie Regional Planning Commission (ERPC), which developed high level strategies to address fatal and serious injury (FSI) crashes. "Sandusky's Safe Streets Action Plan: Improving Transportation Safety for All Modes" will build from that LRSP, developing specific infrastructure, behavioral, and operational initiatives to eliminate FSI crashes for all motorized and non-motorized roadway users. From 2016-2020, the city experienced 5 traffic deaths, 67 serious injuries, and 2,912 total crashes; 74 crashes involved bicycles or pedestrians: 13 resulting in serious injuries. While not identified as a highly distressed community, 11.7% live below the poverty level. This Action Plan will embody the safe system approach, incorporating evidence-based projects and strategies that promote safety, incorporate multimodal transportation options that enhance connectivity while mitigating FSI crashes. Planning will be led by the city and supported by a task force with local and regional stakeholders. Safety analysis will build from the ODOT/ERPC Local Road Safety Plan, analyzing existing road conditions and trends of serious crashes and identifying opportunities. The transparent process will support development and implementation of strategies and actions, ensuring equitable investments across the community. Engagement will incorporate public and private sectors, facilitating equitable community representation and feedback. City policies and standards will be updated to prioritize transportation safety. The City will select a professional design firm based on the Statements of Qualifications as determined at the City's discretion in accordance with the procedures of Sandusky Codified Ordinance 141. The City anticipates authorizing the selected Professional Design Firm to proceed in the fall of 2023. Estimated Total Project Budget: $250,000. Required Qualifications: Firm must have prior experience with transportation safety measures for all modes of transportation and traffic calming, with a focus on equity. Proof of success in funding and construction implementation of recommendations is strongly desired. Final deliverables will be discussed during the Scope of Services negotiations with the selected firm. Existing studies will be provided once a consultant has been selected. The selected firm must develop and adhere to a schedule that will be mutually agreed upon during the negotiations.
