This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12905B23Q0217 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04 dated 6/2/2023. Service Contract Labor Standards Wage Determination Number 2015-5567 Rev 20 dated 7/27/2023 for Benton County Oregon is applicable and is attached. This solicitation is issued as 100% Total Small Business Set-Aside. The associated NAICS code is 561210 the small business size standard is $47M. The work shall be performed At three locations in Corvallis OR. All work shall be done in accordance with (IAW) the terms and conditions, drawings, SOW and other attachments set forth in the Purchase Order. Base Award Period of Performance (PoP) 1 Oct 2023 to 30 Sep 2024. Option Year 1000 Provide all labor, materials, equipment, supplies, $ supervision, and transportation needed to complete Generator Annual Maintenance and Automatic Transfer Switch Inspections (March) and Load Testing and Inspection (October) on three USDA Back-up Electrical Generators and five Automatic Transfer Switches (ATS). The work shall be performed At three locations in Corvallis OR. Generator Annual Maintenance and Automated Transfer Switch Inspections - March Load Testing and Inspections - October FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements and its addendum. Evaluation: For the evaluation criteria, please see the attached RFQ terms and conditions. Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Failure to comply with the registration instructions above will result in denial of access to the location and/or participation in site visit activities.
