Provide a single comprehensive Open Space and Trails Management Plan: a. Perform an Open Space and Trails needs assessment, evaluating current state of the County's Open Space and Trails system, and identifying opportunities for additional trails, closure of trails, missing trail types based on user as well as suggestions for additions or reductions to open space or suggestions for types of open space. b. Update mapping through ground verification of trails from the County ESRI GIS platform. c. Review and update maintenance standards for single and multi-use trails that include walkers, hikers, equestrians, mountain bikers, mobility assisted users and others. d. Survey and provide guidance for preservation of environmentally sensitive areas, sensitive wildlife areas and cultural sites using best practices. e. Provide an inventory of and recommendations for site restoration of sites that exhibit adverse environmental impacts, including but not limited to sites which have erosion, improper use or improper access. f. Look at connectors and recommend management actions for connection to the Los Alamos County Bicycle Transportation Plan, United States Forest Service, Bandelier National Monument, Valles Caldera National Park, Department of Energy, nearby Pueblos, and surrounding communities for non-motorized travel. 2. Provide solutions to minimize user conflicts through best practices. 3. Recommend additional amenities to support skill development or nature viewing for open space and trails user enjoyment while balancing the preservation of the natural areas. 4. Identify signage location requirements of trails. 5. In coordination with County, obtain input from stakeholders and community regarding open space and trail management: a. Lead and participate in up to five (5) community meetings for discussion of concepts. While inperson meetings are desired we expect an online component to ensure greater access to the process, online meetings may be planned if necessary. Please provide line-item costs for up to five more 2-hour public meetings. Provide individual cost for in-person and virtual meetings. b. Prepare graphic designs of conceptual elements for display in community meetings. c. Make presentations, gather feedback, and share results with County staff and stakeholders. 6. Identify short-term and long-term maintenance recommendations to include: a. Estimated annual effort and cost of staff maintenance. b. Long-term maintenance management operated by staff, volunteers, and contractors. 7. The selected Contractor will present a draft Open Space and Trails Management plan to County staff for review and comment. 8. The selected Contractor shall present the final Draft Open Space and Trails Management Plan either virtually or in person at a public meeting for the Parks and Recreation Board. Following this presentation, the selected Contractor shall present the final plan to County Council for adoption at a public meeting at a time and date selected by County. The Awarded contractor shall attend the public Council meeting either virtually or in person. Clearly mark the RFP Number and Name and Offeror on the outside of the sealed proposal, including outer envelope and/or shipping label. The USB flash drive or CD should be clearly identified. It is the responsibility of the Offeror to assure that the information submitted in both its written response and the electronic version are consistent and accurate. If there is a discrepancy between what is provided on the paper document and the USB flash drive or CD, the written paper response shall govern.
