The City of Newton, Iowa is requesting Statements of Qualifications from interested and qualified Consultants for Professional Airport Engineering and Architectural Services at the Newton Municipal Airport for the next five (5) years. Subject to receipt of Federal funding, these projects may include the following: 1. Runway, apron, and taxiway rehabilitation $900,000 2. Apron expansion $400,000 3. Four stall hangar and approach $540,000 4. Environmental Assessment for Runway 32 extension $100,000 5. Land for Runway 32 extension $2,100,000 The services to be provided may include, but are not limited to, preliminary design, final design, bidding, construction observation, and incidental special services such as geotechnical/subsurface investigations and topographic surveying. A qualification-based selection process conforming to FAA Advisory Circular 150/5100-14E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects will be utilized to select a consultant. Fee information will not be considered in the selection process and shall not be submitted with the Statement. Fees will be negotiated for projects as federal funds become available. The agreement(s) between the Sponsor and the selected consultant will be subject to all applicable Federal Rules and Regulations as identified in AC 150/5100-14E. Selection Criteria may include: qualifications of the firm and key personnel, experience with State and Federal grant programs, understanding of regulations and procedures of Airport Improvement Programs (AIP) of airports similar to the Newton Municipal Airport, understanding and familiarity of the pending projects, and experience on comparable projects. Fees will be negotiated for projects as funds become available. The consultant shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. Disadvantaged Business Enterprise (DBE) utilization is strongly encouraged. The following provisions shall be applicable for all Professional Services (A/E) Contracts: Civil Rights Act of 1964, Title VI - Contractor Contractual Requirements - 49 CFR Part 21 Airport and Airway Improvement Act of 1982, Section 520 - 49 USC 47123 Disadvantaged Business Enterprise - 49 CFR Part 26 Lobbying and Influencing Federal Employees - 49 CFR Part 20 Access to Records and Reports - 49 CFR 18.36 Breach of Contract Terms - 49 CFR 18.36 Rights to Inventions - 49 CFR 18.36 Trade Restriction Clauses - 49 CFR Part 30 Federal Fair Labor Standards Act of 1938 as amended - 29 CFR USC 201, et seq. Additional provisions for A/E contracts that may apply depending on contract amounts include: Termination of Contract - 49 CFR 18.36 Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion - 2 CFR Part 180 (adopted and supplemented by DOT at 2 CFR Part 1200) Clean Air and Water Pollution Control - 49 CFR 18.36 (i)(12) Contract Workhours and Safety Standards Act Requirements - 49 CFR 18.36 (i)(6) and 29 CFR 5.5 (b) The method of Contractor Selection has not been Determined at this time.
