The Project consists of construction of: Provide field erected treatment plant, control building, headworks pump stations and sludge dewatering, including electrical, piping, all appurtenances, site grading, and grassing. The Project has an expected duration of 450 consecutive calendar days for substantial completion and 480 consecutive calendar days for final completion. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Proposals for the complete work in one or more general contracts shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on. All Bidders must have a State of Georgia Utility Contractors License and must employ a state Utility Manager certificate holder who will have oversight of all the work. The Issuing Office for the Bidding Documents is: Turnipseed Engineers, 4210 Columbia Road, Building 3, Augusta, Georgia 30907 Checks for Bidding Documents shall be payable to Turnipseed Engineers. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidders date of receipt of the Bidding Documents. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The Owner reserves the right to reject any or all bids and to waive informalities. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron and steel lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.
