DELIVERY DATE: 04/30/2024 SHIP TO: ATLANTIC AND MET LAB /R/AOML 4301 RICKENBACKER CAUSEWAY MIAMI FL 33149 Background The National Oceanic and Atmospheric Administration (NOAA) is one of the bureaus of the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. In the 21st century, every aspect of the NOAA mission faces new urgency given the intensifying national needs of the environment, the economy, and public safety. The NOAA role in facing these challenges is to assess and predict environmental changes, protect life and property, provide decision makers with reliable scientific information, manage national living marine and coastal resources, and foster global environmental stewardship. The Atlantic Oceanographic and Meteorological Laboratory (AOML), located at 4301 Rickenbacker Causeway, Miami, FL 33149 on Virginia Key conducts research to understand the physical, chemical, and biological characteristics and processes of the ocean and the atmosphere, both separately and as a coupled system. The principal focus of these investigations is to advance knowledge that leads to more accurate forecasting of severe storms, better use and management of marine resources, better understanding of the factors affecting both climate and environmental quality, and improved ocean and weather services for the nation. AOML leads international efforts to collect and interpret global observations from ships, satellites, aircraft, buoys, and floats. Conducting world class research requires expensive and often very unique equipment and maintaining this equipment is critical to mission readiness and success. Currently AOML is storing millions of dollars in equipment in our unconditioned warehouse resulting in deterioration and damage. AOML is planning for the removal and replacement of the exterior window wall glass and glazing system. The existing window wall glass and glazing system was originally detailed within the poured in place concrete structure in 1972. It was removed and replaced in early 2000 with a similar system. The current system has reached its useful life and is ready for the 3rd generation removal and replacement. AOML is anticipating a similar system to be detailed as part of this solicitation. Detailer shall document any inconsistencies that are observed during visual inspection as a sketch or photograph for record only. To make a construction contract award in FY23 for the exterior window wall glass and glazing system, AOML is requesting the services of a detailer who can utilize the existing elevation drawings from 1972 (included as part of this solicitation as an attachment) to document the existing conditions as drawings in both plan view and elevation. Details shall include typical window sections such as head, sill and jamb configurations of the existing system. NOAA is developing a scope of work and bid package to advertise for the removal, repair and replacement work required by the storefront glass window wall replacement system. In order to accurately define the project for potential bidders, a set of drawings that detail the existing conditions with counts, dimension and section details of the existing system is critically important to the process in order for the prospective bidders to know and understand what the existing conditions are and what they will need to do to remove and replace what is present in likeness and kind. The scope of services shall include all the necessary details to document the existing conditions, support the anticipated removal of the existing system, document any repairs to the existing substrate that may be required to support the installation of a new system and detail a replacement system similar to the existing system. Work shall include providing a site plan illustrating the building, architectural plans in elevation with dimensions from all four sides, section details that illustrate head, jamb, sill and profile of the window wall system.
