The Town of Freeport (Town) requests consultant professional services to provide information for a Pavement Management System and associated tasks as described in the following pages. The Town seeks a consultant team (the Consultant) with expertise in developing a Pavement Management System and pavement condition data collection. Consultants submitting a proposal to this request will be asked, at a minimum, to state their understanding and experience related to the project and offer their approach to producing the required deliverables for each task. SCOPE OF WORK The Town expects the Consultant to complete the following tasks to fulfill the scope of work. Task 1: Project Management and Administration Oversight and administrative tasks required to support the overall project, including project work plan and schedule, regular communication, and technical assistance. The Consultant will work with the Town in developing the project management approach that best serves the project. Work Plan The Consultant will develop a work plan for the tasks outlined in this scope of work. The Consultant's proposal will be used as the initial approach until finalized within the Contract Agreement and project kick-off. Project Kick-Off The Town and Consultant will conduct a project kick-off meeting after issuing a Notice to Proceed. The kick-off meeting will define the project parameters, develop communication protocols, define data needs, and refine the work plan details, processes, schedule, and deliverables if needed. Task 2: Data Collection of Pavement Condition The chosen Consultant will be required to have sufficient expertise and experience to physically evaluate the pavement condition of all Townway roads (approximately 67 centerline miles) and determine a Pavement Condition Index (PCI) rating between 0 and 100 for each road section, according to ASTM D6433 standards. PACTS Collector Roads and private roads are excluded. The evaluation shall be by a vehicle-based road surface testing system. The Consultant shall meet with the Town to determine the project setup and review street sectioning. The Consultant shall also provide collected data in an ArcGIS-compatible street centerline file (the Town will provide its current street centerline file upon request). Project Schedule The Town is requesting the successful firm complete all the in-field related work and submit all required data by October 1, 2023. This project is anticipated to be completed by November 1, 2023. Cover Letter The proposal shall include a cover letter indicating the interest of the Consultant in providing professional consulting services as outlined in this proposal request. The Consultant's project manager must sign the cover letter and include contact information--including an address, phone number, and email address--for this individual. The Consultant must authorize this individual to negotiate a contract with the Town.
