Renovation of a water / sewer project in West Chester, Pennsylvania. Working plans call for the renovation of a water / sewer project.

**As of December 05, 2023, no bids received. No definite date for the rebid.** The project consists of the installation of the Borough supplied digester gas safety equipment, and furnishing and replacement of digester gas piping, valves, supports, accessories and electrical wiring, conduits and connection to new gas burner. Clarification Deadline: 9/13/2023 2:00 PM The cutoff date for questions is Tuesday, September 12, 2023, 2:00 p.m. The last addendum will be issued on September 13, 2023. The Borough hereby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted; and reserves the right to waive any informality in bids received, but any contract awarded will be to the lowest responsive, responsible bidder. This is a municipal project, in accordance with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, all contracted public projects are required to comply with prevailing minimum wage rates (included in the bid documents), including contributions for employee benefits, for the sector in which the work is to be performed. Work at the job site shall be commenced within the number of calendar days after the date of Notice to Proceed as stated on the Bid Form. The time of completion shall be the number of consecutive calendar days stated in the Bid Form, and this time shall begin with the date of the Notice to Proceed. The order of the Engineer to proceed with the Work shall be given within thirty (30) calendar days following full execution of the Contract Agreement. Except as otherwise provided by law, no Bidder may withdraw its bid within either sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants A. Each Bidder must accompany his Bid with an officer signed certificate from his Surety Company indicating that such Surety Company will provide the Bidder, if awarded the Contract, with a proper Performance Bond and Labor and Material Payment Bond covering up to the full amount of the Contract Price as security for the faithful performance of all work under the Contract and payment of all charges in connection therewith. The Bonds shall be prepared on the forms attached hereto and must be furnished prior to award of the Contract. 1. The Surety Company must be on the current United States Department of the Treasury Fiscal Service listing, be acceptable to the Owner and authorized to transact business in the State where the Work is located. B. A Maintenance Bond is also required in an amount equal to ten percent (10%) of the Contract including Change Orders or five thousand dollars ($5,000), whichever is greater. The Maintenance Bond shall be dated as of and is to continue in effect for a period of one (1) year from, the date of completion, and acceptance of the Work by the Owner, as provided in the GENERAL CONDITIONS. C. Over and above the Maintenance Bond required in Paragraph B above, the Contractor will be required to guarantee the paving and/or repaving for an additional twelve (12) month period, and a separate Maintenance Bond for this guarantee shall be provided by the Contractor. The Contractor shall, therefore, guarantee and maintain the repaving over his trenches for a period of twenty-four (24) months after date of acceptance. This Bond shall be in an amount of one hundred percent (100%) of the installed value of the paving including Change Orders. D. The cost of all required bonds shall be included in the Bid. Prior to execution of the Contract Documents the OWNER, ENGINEER, and TRUSTEE may require the Bidder to furnish such other Bonds, in such form and with such sureties as they may require. If such Bonds are required by written instruction given prior to opening of Bids, the premiums shall be paid by the CONTRACTOR; if subsequent thereto, they shall be paid by the OWNER.
