Site work and asbestos abatement for a mixed-use development in Columbia, South Carolina. Completed plans call for site work for a educational facility; and for asbestos abatement for a educational facility.

Richland County School District One is soliciting competitive sealed offers from qualified companies to provide remediation of asbestos, lead paint, and mold to Richland County School District One. Services to be provided to the District may include but be not limited to the following Furnish all labor, materials, and equipment to remove and dispose of asbestos, lead paint and mold. Removal and disposal shall be in accordance with DHEC rules and regulations. See Bid Schedule for various work elements. The Special Contract Conditions read as follows 1. Work shall be done on as needed basis; with no minimum guarantee of work during the contract period. 2. Multiple contract awards will result from this solicitation. 3. Offers shall be evaluated by hourly rate for services. Hourly rate shall be inclusive of administrative costs to provide services. 4. When the District determines that a building is in need of remediation, the District shall notify the contractor, who shall respond within forty-eight (48) hours to the District's request. Should the contractor not respond within forty-eight (48) hours, the District has the right to retain the services of another contractor to perform the work. The Scope of Work shall identify the timeline that project must be completed. 5. Offeror shall have Current licenses and permits required for appropriate hazardous material remediation and registered with South Carolina Department of Health Environmental Control. (SCDHEC). All work shall conform to EPA regulations as interpreted by SC DHEC. Licenses must be a part of this submission an issued by the appropriate state agency. 6. Offeror must maintain all required certifications during the entire term of the contract. Lapses in certification could result in the contract being terminated by RCSD1. 7. The Offeror is responsible for disposal of waste materials as well as hauling off debris in accordance with appropriate regulations. The contractor shall provide landfill receipts with their invoice, no payments will be made without these receipts. 8. This solicitation does not commit the Owner to award a Contract nor to pay for any cost incurred by the Offeror in the preparation of the offer. 9. The Offeror must be able to provide pictured identification of all licensed employees working on a jobsite, upon request by the District. 10. Once a project is identified for remediation, the contractor is responsible for verifying all quantities. 11. Job site must be cleaned at end of each day. 12. The District reserves the right to reject all bids that are unbalanced in pricing, and not in the best interest of the District. 13. The successful offeror, prior to execution of the contract, must possess or obtain a Richland county Business License. Such license must be maintained throughout the duration of the contract.
