The City of Walla Walla is soliciting proposals from qualified firms to upgrade the SCADA (Supervisory Control and Data Acquisition) system of the City's Water Treatment Plant (WTP). The WTP, located at 581 Mill Creek Road, Walla Walla, Washington 99362, produces up to 24 million gallons of water per day. The City seeks a firm to provide SCADA programming and upgrading services over the next three years. The goal of this project is to enhance the City's ability to efficiently operate the WTP by implementing a fully documented and commissioned SCADA system that uses RSView32 software. The project will comprise of the following primary goals: Task 1: System Evaluation and Planning Identify necessary fixes and upgrades for the current SCADA system by conducting a workshop with City staff. Key city needs include: 1. Enhance monthly report generation. 2. Expand data collection, including remote well site data. 3. Add additional digital and analog I/O to remote sites and main SCADA panel. 4. Programming changes as needed at remote sites and the main SCADA panel. 5. HMI and OIT screen changes and improvements. 6. Upgrade communications and data collection from remote watershed site. 7. Improve access to historical data through additional historian server. 8. Strategically plan immediate and future system upgrades. 9. Implement necessary security enhancements The City reserves the right to reject any or all proposals. Work performed under the contract will be on a time and materials basis with a negotiated not to exceed amount.
