(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation W91ZRU-23-R-0013 is issued as a Request for Quotation (RFQ). Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 02 June 2023. The DFARS provisions and clauses are those in effect to DFARS Publication Notice effective 9 June 2023. (iv) This requirement is totally set-aside for HUBZone small business concerns. The North American Industrial Classification System (NAICS) code associated with this procurement is 238120 with a small business size standard of $19M. (vi) Description of the Requirement: The Government intends to award a Firm-Fixed-Price contract for the following. The Alaska Army National Guard (AKARNG) State Aviation Office (SAO) requires a 12K # Sling Load Training Block in accordance with attached specification "DA04701-9 Train Blocks Complete Set". A 12K # Sling Load Training Block is a concrete precast block that allows helicopters to train sling load operations while suspended beneath the helicopter while in flight. This sling load training block will be flown in and around the local air space and residential areas for training such as fire and water buck training as well as sling load operations day/night unaided and night vision goggle operations. The 12K # Sling Load Block shall be built and tested in accordance with the prescribed build specification in DA04701-9. Contractor shall test the product in accordance with the Department of Evaluations (DES) and Standards outlined in the build instructions and shall provide proof of testing upon delivery of the product.
