The City envisions that there will be four main tasks for the successful firm. Those are as follows: 1.Geotechnical and Survey Services: The firm will determine the right-of-way of the road within project limits. The survey work shall also include locating all site features including utilities, driveways, curb, sidewalks, landscaping, fences, property lines, two-foot topography, etc. within the project limits. Borings will be part of the design package to determine the subsurface layers of the project. This is an unbuilt corridor.
2.Roadway and Intersection Design: The firm will assist city representatives in the design and layout of the project. The work shall consist of storm drain and roadway design. There is no sewer in this area of roadway. Stormwater management retrofits to improve runoff quality will be considered, where applicable. This work shall extend at each intersection as far as necessary to properly construct the project. Sidewalks and driveways shall also be included in the design. The production of drawings setting forth in detail the requirements for construction of the project are required. Preparation of an estimated cost for various alternatives will also be expected. During the design process, one to two public meetings will be held to receive public input on the design.
3.Preparation of Preliminary Plans: The firm will prepare plans so that they can be used for public presentations and funding applications. All questions shall be directed, in writing, to Katherine Kelley, Assistant City Engineer, at least three business days before the opening date. Questions received after this time will not be addressed. Responses from the City that substantially alter this RFP will be issued in the form of a written addendum to all those that have expressed interest in the project. Oral explanations or interpretations given before the award of the contract will not be binding. All proposals submitted shall remain open to acceptance for ninety days from their opening.
