Wheeling Street, Aurora, CO 80045, Arapahoe County, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to john.anderson-cooley@VA.Gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by August 28, 2023, 1200PM MT. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the VA Eastern Colorado Health Care System to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the System for Award Management (http://www.SAM.gov). WHAT WE ARE LOOKING FOR IN THIS REQUIREMENT Valves, valve maintenance/inspection/certification/replacement and Additional Valves. Work to be performed on-site at the Denver VA location -- WORK PERFORMANCE STANDARDS The Contractor shall provide Pressure Relief Valve services for the Rocky Mountain Regional VA Medical Center (the Facility). Services provided by the Contractor shall be used to maintain and make changes to the existing Pressure reducing Stations, Boiler valves and Deaerator tank valves. Required Experience and Credentials Contractor has a minimum of Five years experience in Maintenance and repairs including expert level in sizing our PRV system for maximum safety of our system. Contractor must have a minimum of five years experience with healthcare facilities and be familiar with VA or other Federal Government facilities and procedures. Work to be Provided Categories of tasks shall be supplied by the contactor under this contract: Normal Working Hours and Emergency/After-hours On-call Maintenance and repairs. Item # 1: Normal Working Hours On-call Maintenance and repairs Programming tasks identified by the COR and during diagnostic testing shall be completed where possible by the Contractor on an on-call basis. Technicians shall be provided by the Contractor to perform tasks described below within 24 hours of each COR request unless that time falls outside of normal working hours. These tasks shall be completed during normal working hours. A service report describing tasks performed and hours worked shall be Maintenance and repairs submitted to the COR within 24-hrs of work completion. The Contractor shall provide an hourly rate for Normal Hours of maintenance and repairs. These tasks may include but are not limited to the following: Visual inspect all 17 EA PRV in our plant and provide a service plan for review and approval. Service Reports including description of work performed and hours spent on each task. Remove, test, and certify 8 EA 1 ½ PRV valves from 4 boilers. Remove, test, and certify 4 EA 2 PRV valves from 4 boilers. Provide 8 EA 1 ½ certified PRV valves Provide 4 EA 2 certified PRV valves Perform Simi-annual test on all boiler PRV s, PRV station, Surge Tank, and Deaerator tank PRV s. PRV station work to include removing the 8 EA PITA and 17 EA Kunkle valves, testing and certifying the 25 EA valves Provide, test, rebuild, and certify 10 EA extra 2 PITA valves for spares PITA valve name plate must be visual once installed Reinstall all PRV S once certified on Boilers, Deaerator tank, Surge Tank, and PRV station All parts, labor and material shall be provided by contractor Report any abnormal conditions same day as they are found Create custom reports per ASME Standard PBVC-VIII-1 Provide annual operator training on testing the valves for 15 operators. Each training session should last 4 hours. The contractor shall be available to respond and be on-site for Emergency/After-hours task requests from the COR within four (4) hours. Tasks shall be the same as those described in Item #1. Emergency/After-hours On-call maintenance and repairs shall not exceed Fourth eight (48) hours (12 visits at 4hrs each) of labor and twenty-five thousand dollars ($25000.00) in materials per year. The Contractor shall provide an hourly rate for Emergency and After-hours Maintenance and repairs. PERIOD OF PERFORMANCE One (1) year from Notice to Proceed. Contract shall be for one year. HOURS OF WORK AND SCHEDULING The majority of the work will be performed during normal working hours (Monday through Friday from 7:30am to 4:00pm). Contractor shall ensure the work will have minimal impact on the operation of the VA Medical Center. Any potential disruption to ongoing medical center operations shall be coordinated 2 weeks in advance and shall be subject to review and approval by the Contracting Officer Representative (COR). Any other disruption of operations in any building shall be scheduled at least one week in advance with the COR. Work shall be scheduled to allow continuous operation of all facilities to the greatest extent possible. COMPLIANCE The Contractor shall be fully responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules, and regulations. The Contractor shall follow life and safety codes and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients. The Contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes; example: lockout/tagout. All work for the duration of the contract shall be performed by trained technicians. All safety measures shall be approved as adequate by the safety officer in advance. CONTRACTOR EMPLOYEES Contractor personnel shall present a neat appearance and always wear VA- issued identification tags.
