Question Deadline 04/28/2025 at 5:00 PM ET The project includes the installation of approximately 2,500 linear feet of 12-inch Ductile Iron Pipe to connect the existing GW System to the Town of Pelzer (Pelzer). Installation method of the water main is primarily via Horizontal Directional Drill at two locations crossing the Saluda River. Additional project scope includes the demolition of the Pelzer Davis-Bacon Wages: For projects using over $10 million of SLFRF funds (SCIIP and/or local ARPA funds) or those that are funded in any part with federal, non-SLFRF funds where the Davis-Bacon Act and other related labor standards are required, then the whole construction project is subject to the applicable provisions of the Davis-Bacon Act, 40 USC 3141 – 3144 and 3146 – 3148, as supplemented by Department of Labor regulations located at 29 CFR Part 5. All laborers and mechanics employed by contractors and subcontractors must be paid prevailing wages. Each bid shall be accompanied by a Bid Security. This can be in the form of, at the Bidder's option, a Cashier's check, Certified Check, Money Order, or Bid Bond in favor of the Owner, Greenville Water. The Bid Bond shall be in the amount of five percent (5%) of the Bid amount and should pledge that the Bidder will, within fifteen (15) calendar days after the receipt of the Notice of Award, enter into a Contract with Owner on the terms stated in the Agreement and will furnish insurance forms and bonds for the faithful performance of the Contractor and the payment of all obligations arising thereunder. Bonds issued by an individual surety are not acceptable. Should the Bidder/Contractor refuse to enter into such a contract or fail to furnish such bonds, the amount of the Bid Security may be forfeited to Owner as liquated damages, not as penalty. All Checks and money orders must indicate the Payee as "The Commissioners of Public Works of the City of Greenville (d/b/a) Greenville Water)" and reflect the Bid number. Failure to enclose a Bid guarantee with the sealed Bid shall be cause for rejection of that Bid without consideration. Bid Bond 5.00% Payment Bond 100.00% Performance Bond 100.00% Owner reserves the right to reject any and all Bids, including non-conforming, non-responsive, or conditional Bids. The Owner may also reject the Bid of any Offeror if the Owner believes that it would not be in the best interest of the Owner to make an award to that Offeror. The Owner reserves the right to waive all formalities.
