The request is to include but not limited to twenty-five (25) different locations and thirty-two (32) systems plus the SCIF system, with option of adding future sites/systems or moving accounts to different sites at the same per system price (details on the quantity of thirty-two (32) is listed on - "5 Deliverable" - Quantity). Monitoring would be for the intrusion detection system (IDS) which consist of multi-zone, multi-area configuration. Per federal regulation Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities Version 1.5.1 dated July 21, 2021 (ICD 705), doors and interior areas of a SCIF through which reasonable access could be gained, including walls common to areas not protected at the SCI level, shall be protected by an IDS when not occupied. All installed components for the SCIF will comply with Underwriters Laboratories (UL) Standard for National Industrial Security Systems for the Protection of Classified Material, UL 2050. Installation shall comply with an Extent 3 installation as referenced in UL 2050. IDS monitoring company for the SCI facility must be UL2050 certified. Areas of a SCIF through which reasonable access could be gained, including walls common to areas not protected at the SCI level, shall be protected by IDS consisting of UL 639 listed motion sensors and UL 634 listed High Security Switches (HSS) that meet UL Level II requirements and/or other AO-approved equivalent sensors. All new SCIF accreditations shall use UL Level II HSS. Existing UL Level I HSS are authorized until major IDS modifications/upgrades are made. Notification of the proper authorities and providing system information on a schedule or on demand basis to authorized personnel. Contractor shall meet requirements listed in this document. Contract will be for one year with four option years. Bid should be on a per month, per panel or mission essential vulnerable area location, with the basis for complete service as listed in the requirements of this document. North American Industrial Classification System (NAICS) Code 561621 is applicable to this acquisition. The applicable size standard is $25.0 million. The Government will be limiting competition to eligible Small Business participants under this Request for Proposal (RPF). BASIS FOR CONTRACT AWARD: This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. This is a competitive LPTA best value source selection in which technical acceptability is considered the most important factor. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offerors, with ability to provide meet the requirement listed on the Performance Work Statement Section 3 Performance Requirements, shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select ONE contractor for award of this effort. For the purpose of the award, the government shall evaluate offers based on the evaluation factors described below: FACTOR 1 Technical Acceptability (Pass/Fail) FACTOR 2 Cost/Price Factor 1 - Technical Acceptability: Bidders must be qualified according to FAR 52.209-1, their offers shall demonstrate ability to meet or exceed minimum salient sought descriptions/features or services requirement that satisfies the solicitation parameters. Potential offerors are encouraged to submit any relevant capabilities statements for this purpose. Factor 2 - Price Evaluation. The government shall conduct a price evaluation of all technically acceptable offers. Pursuant to FAR 4.1102, contractors shall be register in the System for Award Management (SAM) database prior of award of a contract. Contractors may obtain further information on SAM registration at the following website: https://sam.gov/. this announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation cost. The entire solicitation package will be made available on www.sam.gove website. Request for copies of the solicitation package by any other means will not be honored. Offerors are responsible for monitoring the sam.gov website for the solicitation or subsequent solicitation modifications or amendments. To provide daily UL Certified Monitoring Service for selected arms and supply rooms of the Maryland Army National Guard, and 1 existing Sensitive Compartmented Information Facility (SCIF) covering a year period (12 months, 1 base year and 4 option years).
