The scope of work for the Uplands Playfield Redevelopment project and this proposed design process may include, but is not limited to: o Spray Park o New restroom facility o Children's play area o Shade structures o Interurban trailhead o Bike/ped connectivity o ADA compliance o Flexible open space and lawn o Site frontage improvements o Tight-line of drainage ditch and small parking lot on western edge o Assessment of utilities for park development and expansion o Public engagement o Multi-agency coordination Development of the spray park is one of the primary drivers of this project and many of the facilities/amenities listed above are in support of that important element. The restroom building will serve both as a trailhead but is also part of health code requirements for permitting a spray park. The building will need to be designed to house all necessary mechanical systems to support recirculation and filtration related to the aquatic features. The selected firm will work with the city and the community to develop a shared vision for the park which includes a conceptual design with renderings and sections. The public engagement phase will be city-led with support provided by the consultant for graphics and presentations. After concept design, the project will move quickly into full design phase including 30/60/90% design milestones and full construction documents. The intent is the park will be redeveloped in a single phase. Primary tasks of design will include: A. Inventorying and assessing existing conditions B. Analyzing opportunities and constraints C. Assisting City staff with up to 3 rounds of public engagement D. Preparing graphics and exhibits for meetings/project website E. Development of alternatives for public feedback F. Refining the chosen alternative into a final concept design H. Design Development I. Construction Documentation I. Support through permitting and bidding J. Construction Administration A more detailed scope and fee will be developed with the selected from the RFQ process. The park has two small ballfields with fencing and dugouts and no outfield fences. These fields have not been actively programmed for athletic use in several years and have since fallen behind on general maintenance. The infields are no longer skinned, bleachers have been removed due to undesirable use, and the park is generally used for open space purposes. Without programmatic use, the park is seldom used and presents a unique opportunity to expand recreational value in Kent's urban core. Town Square Plaza (TSP), also located downtown, is home to Kent's only above-ground water play feature. Constructed almost 20 years ago, the systems supporting that fountain are beyond their useful life, creating ongoing operational issues and intermittent periods of fountain closure due to heavy summertime use, difficulties sourcing parts, and failures of the filtration and recirculation systems. Kent Parks has identified the replacement and expansion of this important facility as a high priority as we continue the trend of hotter and longer summers. The future of TSP and the associated elements within the park will be reevaluated through future public engagement. The population immediately served by Uplands is generally young, racially diverse, and falls into a lower income bracket. Regarding race, 58% of the population is not white with 19.5% Black or African American and 13.4% Asian. The median income in this area is $36,191 (compared to $66,174 median in WA) with 43.3% of the population making less than $35,000 per year. The housing in this area is mixed, with 61.1% of residents being renters and 63.6% living in structures with 2 or more units (multi-family). This data was pulled from the 2021 American Community Survey from two census block groups within a 1/2 mile radius of the park. Additionally, there have been 750 new multi-family units built over the last decade within a 1 mile radius of the park with over 400 new units under construction currently. Uplands has flat topography with soils typical to the Kent Valley, which primarily consists of silt, sand, and gravel characteristic of river soils. Both Smith St on the North and Meeker St on the South have short retaining walls that create a grade separation with the roads being 3-4 feet higher than the park. The park has existing water service with both an irrigation and potable water meter. The sports fields have a full irrigation system and a drinking fountain adjacent to the Interurban Trail. While there is no on-site parking, the park is a short walk from the Kent/James St Park and Ride operated by King County Metro, which provides a large quantity of parking that is free and open to the public. Additionally, there is on-street parking in downtown Kent, which is a short walking distance from the park. There may be opportunities to tightline the ditch along the western edge of the property and add a modest amount of parking adjacent to 7th Avenue. Uplands is part of a string of parkland located along the Interurban Trail including Commons Neighborhood Park, Uplands Extension, Uplands Playfield and Foster Park. The Interurban Trail is part of the King County regional trail system and is an important north/south connector for communities in south King County linking Tukwila, Kent, Auburn, Algona, and Pacific. This 14.7 mile stretch of trail follows the Puget Sound Energy powerline corridor, resulting in a flat, paved, off-road trail that is popular with both recreational users and commuters. The Interurban Trail is part of the Kent Valley Loop Trail system. This project is being initiated with funding from the Parks Capital budget and will likely be leveraged with grant funding sources from the Recreation and Conservation Office and through King County Parks and Open Space grant program. The total budget for the project is currently set at $3-4 million including planning, design, permitting, bidding and construction costs. The total budget is subject to refinement as the project moves through feasibility and concept phases.
