The work consists of providing all labor, materials, equipment, and incidentals necessary to perform maintenance of, and administration and management services related to out-parcel mowing and litter removal services along State Road ("SR") 429 between Seidel Road to north of Mount Plymouth Road, along SR 414 between SR 429 and US 441, SR 451 from SR 414 to US 441 and SR 453 in Orange and Lake County, Florida. The contract for these services has been reserved for a local company (located in Orange County, Brevard County, Seminole County, Lake County or Osceola County) that is currently registered with CFX in its Small Sustainable Business Enterprise (SSBE) program. Bids will only be considered and accepted from firms that are registered with CFX as an SSBE firm at the time of submittal and who meet the prequalification requirements described below. A submittal cannot be received after the date/time specified. Rejection of a submittal under those circumstances shall not be the basis of a protest pursuant to the CFX Procedure for Resolution of Protests.The Contract time for this project will be three (3) years with two (2) 1-year renewal periods. Any Contractor performing lane closure in accordance with Scope of Services - Attachment 9 (Technical Specification section 102) must provide trained personnel in accordance with FDOT Standard Specification section 105. This requirement may be satisfied by either the prime contractor or approved sub-contractor. Proposals must be accompanied by a Proposal Guaranty made payable to the Central Florida Expressway Authority, of not less than five percent (5%) of the total Bid. The Guaranty shall be forfeited as liquidated damages if the Proposal is accepted and the Successful Bidder fails to execute the Contract under the conditions of the Proposal and said guaranty will be returned to the Successful Bidder upon the delivery of a satisfactory Public Construction Bond. All Bids shall remain open for acceptance by CFX for ninety (90) calendar days after the day of the Bid opening. The right is reserved by CFX to reject any or all Bids.
