The City of Wilmington, North Carolina, is requesting proposals from interested and qualified consulting firms to provide professional services to the City and can implement a legally defensible Comprehensive Parks and Recreation User Fee Study in accordance with the terms, conditions, and specifications contained in this Request for Proposals. The consultant awarded this contract should have proven experience developing and presenting fee for service and cost recovery models for local municipalities or other such governmental agencies, preferably with prior experience in North Carolina. The proposal must clearly demonstrate the ability and expertise to provide the required services, as well as sufficient staffing and resources to complete this project. The proposer must comply with all applicable ordinances, state, local and federal laws and the terms and conditions of the contract agreement. The City of Wilmington encourages participation by Disadvantaged Business Enterprises. The consultant selected will work in coordination and consultation with the City's staff to obtain and organize the needed data to develop the recommendations for the study.
