Renovation of a mixed-use development in Tacoma, Washington. Design plans call for the renovation of a detention facility.

As of March 15, 2024, a design team has not been identified. A construction timeline has not been established. Pierce County will select a qualified architectural firm/team, hereafter referred to as "contractor(s)" based on the scoring criteria listed in the evaluation section and will issue Professional Service Agreement(s) (contract(s)) based upon qualifications received for the services requested. The result of this RFQ process will be the negotiation and award of a Professional Services Agreement (PSA). Pierce County intends to issue one PSA for all project phases and locations but reserves the right to award one or multiple PSAs for the requested services. Statement of Qualifications (SOQs) should be written assuming one PSA shall be awarded. The County reserves the right to reject all submissions and re-advertise the project. There are approximately 3,000 persons employee by Pierce County (the County) work within multiple facilities throughout the County, in both leased and owned buildings. The employees work in a variety of environments from law enforcement to courtrooms, to general office space. Question Submission Deadline:September 12, 2023, 4:00pm Approximately three weeks after proposal submission deadline, proposals will be evaluated and interviews may be held if multiple proposers are deemed capable of meeting the requirements. Estimated Notice of Intention to Negotiate a Contract:Approximately six weeks after proposal submission deadline. Estimated Date of Contract Execution :Approximately eight weeks After proposal submission deadline. Pierce County has entered into a purchase and sale agreement for the office building located at 1501 Market St. in Tacoma, Washington (referred to in this RFQ as the Administrative Building.) The purchase of the Administrative Building will allow for relocation of administrative and legislative departments currently located in the County-City Building (referred to in this RFQ as the Justice Center Building) and other downtown campus facilities. The relocation of some departments out of the Justice Center will allow for consolidation and expansion of judicial service departments within the downtown campus for justice-related program service delivery improvements and improved public access. This RFQ seeks an architectural team (referred to as the Contractor in this RFQ) to work with Pierce County in phasing, designing, and implementing a body of work that can be implemented within 30-months from the sale of the bond funding (currently planned for September 20, 2023) in the 1501 Market Building, the County-City Building, and other downtown campus buildings as may be necessary for related moves and standing up of services. The selected Contractor will work with the County to develop the most cost-effective and impactful phasing and designs, prioritized to accomplish the project goals, given the limitations on time, secondary moves, and level of finishes. The County will be issuing a $50 Million bond to fund the project, for which approximately $27.3 Million is anticipated to be used for the purchase of the Administrative Building. The remaining funds of approximately $22 Million will be utilized for the necessary preparations and improvements at the Administrative Building for relocations out of existing facilities with a primary focus on making improvements in the County-City and downtown campus buildings for justice related services including courtrooms, attorney offices, and meeting rooms. The $22 Million is the all-in project budget for all design and construction elements. All questions must be submitted within the County's eProcurement Portal, under the Questions and Answer Section not later than 4:00 pm on Tuesday, September 12, 2023. Bidders must be registered in the eProcurement Portal software in order to submit questions, receive addenda, notifications and ultimately submit a proposal. The method of Contractor Selection has not been Determined at this time.
