Final day for questions Friday, September 22, 2023 Board Meeting - 6PM Monday, October 30, 2023 Notice of Award Tuesday, October 31, 2023 PROJECT DESCRIPTION M1W's Coral Street Pump Station is a subterranean, coastal wastewater pump station located in Pacific Grove, CA. As a result of its location, the station is increasingly vulnerable to the effects of climate change including sea level rise, coastal erosion, and storm surges that can result in inundation of the dry well and thus electrical reliability concerns. The Coral Street Pump Station Electrical Relocation Project ("Project") will eliminate these concerns by relocating electrical components outside of the subsurface subterranean dry well to a nearby aboveground location to be determined in collaboration with the City of Pacific Grove. The Project work covered under this RFP covers engineering services including but not limited to: preparation of technical studies in key environmental topic areas; visiting and observing project site conditions; preparing a Basis of Design Report (BODR) with required construction phase permit plan and a summary of permit requirements. Preparation and distribution of environmental review documents; conducting public outreach; and developing draft coastal development permit application is included in a separate RFP "Planning and Environmental Review Services - Coral Street Pump Station Electrical Relocation Project" released by M1W on August 28, 2023. The work includes but is not limited to Project Management and Coordination, Site Investigation and Technical Reports, and BODR that satisfies the information needs for the CEQA and permit applications. The work shall also include additional technical services, such as construction activity estimates, surveying, architectural renderings, and geotechnical investigations, if deemed necessary by the consultant proposing. 3. PROJECT SCHEDULE The work described above shall be completed no later than with the following approximate timeframes: Task Timeframe Project Management and Coordination Throughout project Site Investigation and Technical Reports November 2023 to February 2024 Two drafts of a Basis of Design Report January 2024 to March 2024 Miscellaneous Engineering Services to support Environmental Review and Permitting Ongoing through December 2024 The initial term is anticipated to be from November 6, 2023 to December 31, 2024. M1W will have the option, at its sole discretion, to extend the agreement for an additional six (6) months. 4. SCOPE OF WORK The scope of services related to this RFP and specific deliverables associated with these services include but are not limited to: Task 1. Project Commencement: Review documentation of the existing pump station site and proposed site facilities and operations, and scope of work for the planning/environmental consultant. Attend site visit to observe existing conditions, location, and condition of new site. Participate in project kickoff and coordination meetings between M1W and City of Pacific Grove ("City") staff to guide work covered under this scope. Review critical submittals to be prepared for this Project under separate RFP ("Planning and Environmental Review Services - Coral Street Pump Station Electrical Relocation Project") such as information needs list, to refine the project description and scope of engineering tasks. Task 2. Project Management and Coordination: Provide overall project oversight, workload planning, and coordination with M1W. Attend and, if requested, facilitate regularly scheduled project meetings with M1W (typically, but not exclusively via MS Teams or zoom) to review progress and resolve problems as they occur. Upon explicit direction from M1W, the selected consultant may be responsible for preparing agendas and documenting discussion. Proposals shall document the assumed number, length, and frequency of meetings included in the scope and budget. The following minimum deliverables are required, but consultant shall disclose any other recommended deliverables included in the consultant's scope of work: o Schedule: Prepare and submit a critical path schedule every four (4) weeks during the contract time period (every two (2) weeks during preparation of the first draft BODR) indicating anticipated dates for delivery of work products, anticipated review timeframes by each entity (M1W, City of Pacific Grove, RWQCB, etc.), and completion of the BODR and other information requests. Furnish appropriate forms, as necessary, and monitor progress. o Progress Statements: Prepare and submit monthly progress statements meeting Agency requirements and to provide support for each monthly invoice. Task 3. Site Investigation and Technical Studies: Conduct site surveys, technical analyses required for compilation of the Basis of Design Report and gather relevant technical information. Visit and observe existing conditions of project site. Observe location and condition of feasible new sites for the electrical equipment, including existing utilities and locations of interferences. This subtask includes, but is not limited to, conducting the surveys and analyses in the following topical areas: o Surveys o Geotechnical o Hazards/hazardous materials o Coastal inundation and sea level rise (working with the planning/environmental consultant) o Any other category of engineering information required by M1W, the City, State and/or federal requirements Task 4. Basis of Design Report: Prepare Basis of Design Report (BODR) in collaboration with the planning/environmental consultant, M1W and the City of Pacific Grove. BODR shall include the results of Task 3, explain key assumptions and features of the project and sites, and describes two to three alternative locations and/or designs, including data, descriptions, maps, and figures at the level of detail needed to satisfy the Coastal Development Permit application and environmental review. A meeting with the City of Pacific Grove and M1W shall be held to discuss and review the draft BODR. This task shall include the submittal of two (2) drafts and a final BODR. Safety Equipment: The Consultant shall be responsible for providing all necessary personal protective equipment (PPE) and safety equipment for its team. Necessary PPE and safety equipment may include but not be limited to hard hats, boots, high visibility safety vests, eye protection, Tyvek suits, lights, fall protection equipment required for the work. All questions properly submitted will be answered in writing and questions and answers will be shared with all the interested firms.
