Question Submission Deadline:September 8, 2023, 10:00am Question Response Deadline:September 11, 2023, 2:00pm Scope of Work DISTRICT PROFILE Mesa Public Schools is located in Mesa, Arizona. It has 84 schools serving about 63,000 students in pre-kindergarten through 12th grade. Of that 63,000 students, there are roughly 10,800 receiving special education services. These include 6 high schools, 11 junior high schools, 55 elementary schools, 4 success schools, and 8 choice schools. Construction Manager at Risk (CM at Risk) Preconstruction and Construction Services for Request for Qualifications for Front Office Remodeling located at: Crismon Elementary School, 825 W Medina Ave, Mesa, AZ 85210 Hermosa Vista Elementary School, 2626 N 24th St, Mesa, AZ 85213 Irving Elementary School, 3220 E Pueblo Ave, Mesa, AZ 85204 7.1. Scope of Work Furnish all equipment, labor, and materials in connection with the front office remodeling projects at Crismon Elementary School, Hermosa Vista Elementary School, and Irving Elementary School. The school sites will remain open for normal business throughout the project, with the understanding that accommodation will be needed to ensure minimal disruption to the learning process. General description of project The total construction budget for the three front office remodeling projects is $5 million. Brief description of preconstruction services: Key project personnel shall attend regular meetings with the District, the District Owner's Representative, and the Architect to review status, review design, and update construction cost estimate. Consult with the District, the District Owner's Representative, and Architect regarding site use and improvements, phasing of the work, selection of materials, building systems, and equipment. Provide recommendations on construction feasibility including estimates of alternative designs or materials, preliminary budgets, and possible economies. Conduct value engineering as needed. Prepare and periodically update a preliminary project schedule for the District Owner's Representative and Architect's review and the District's approval. The Construction Manager (CM) shall coordinate and integrate the preliminary project schedule with the services and activities of the District, the District Owner's Representative, and Architect. As design proceeds, the preliminary project schedule shall be updated to indicate proposed activity sequences and durations, milestone dates for receipt and approval of pertinent information, and submittal of the guaranteed maximum price (GMP) proposal. When schematic /design documents have been completed by the Architect and approved by the District, the CM shall prepare a more detailed cost estimate with supporting data. During design development, the CM shall update and refine the cost estimate at appropriate intervals agreed to by the District, the District Owner's Representative, and Architect. When construction documents are 75% complete, the CM shall update and refine the cost estimate. If any estimate submitted to the District exceeds the previously approved estimates, the CM shall make recommendations to the District, the District Owner's Representative, and Architect to reduce the cost of the project. In no case will the project be allowed to exceed the project budget, except for change orders requested by the District. The CM shall recommend to the District, the District Owner's Representative, and Architect a schedule for procurement of long lead items that will constitute part of the work as required to meet the project schedule. At construction document completion, 90%, the CM will propose a guaranteed maximum price (GMP) for the project which shall be the sum of the estimated cost of construction and Construction Manager's fee. The CM at Risk Manager shall not include the cost of bonds, insurances, sub-guard, or any other soft cost items in the calculations of their CM fee. In no case will the total project cost exceed the project budget. The GMP will be in accordance with plans and specifications and any authorized value engineering solutions. Any deviations from these documents must be submitted in writing to the District Owner's Representative, the Architect, and the District for approval prior to the acceptance of GMP. Furthermore, the CM at Risk Contractor will provide, in detail all items included in the general conditions with the associated itemized costs for approval by the District. The District reserves the right to accept or reject any items listed in the general conditions. The CM at Risk Manager will have the full budgetary responsibility from the design phase through the establishment of the GMP on the project. The CM at Risk Manager will assist the District, the District Owner's Representative, and the Architect with all State and Local submittals and will attend relative meetings as requested. Other Information for Construction Manager: All actual cost information will be made available to the District during the entire process. This Request for Qualifications shall not commit the District to enter into an agreement, to pay any expenses incurred in preparation of any response to the request, or to procure or contract for any supplies, goods or services. The District reserves the right to accept or reject any and all responses received as a result of this RFQ if it is in the district's best interest to do so. The District reserves the right to refuse to enter into a Preconstruction Contract or a Construction Services Contract with any contractor. 7.2. Selection Process A selection committee will be appointed which will read, review, and evaluate each submission based on the Initial Proposal Evaluation Criteria. Firms submitting responses shall include statements specifically responding to the Initial Statement of Qualifications Evaluation Criteria set forth. The Selection Committee shall rank each firm based on the Initial Statement of Qualifications Evaluation Criteria, and select the top three, but no more than the top five firms. The Selection Committee may or may not conduct interviews regarding the relative methods of approach for furnishing pre-construction and construction services and other matters related to the Interview Firm Evaluation Criteria. The District will provide the firms to be interviewed the most current project information. The firms to be interviewed may be requested to modify their proposals following the receipt of project information. The Selection Committee will then evaluate the firms selected to be interviewed in accordance with the Interviewed Firm Evaluation Criteria. In order of preference, the Selection Committee shall select a short list of three, but no more than five firms the Selection Committee deems to be the most qualified to provide the pre-construction and construction services ("Short List"). The District will negotiate the cost of pre-construction services with the highest ranked from the Short List and may enter into a pre-construction services contract with such firm. The Selection Committee will have no more than seven members and will include one licensed contractor and one registered architect or engineer. Summary Construction Manager at Risk (CM at Risk) Preconstruction and Construction Services for Request for Qualifications for Front Office Remodeling located at: Crismon Elementary School, 825 W Medina Ave, Mesa, AZ 85210 Hermosa Vista Elementary School, 2626 N 24th St, Mesa, AZ 85213 Irving Elementary School, 3220 E Pueblo Ave, Mesa, AZ 85204 Your company is invited to submit a sealed Statement of Qualifications to provide CM at Risk preconstruction and construction services for Request for Qualifications to "Front Office Remodeling at Crismon Elementary School, Hermosa Vista Elementary School, and Irving Elementary School", in accordance with the specifications contained herein, and in compliance with the School District Procurement Code as it applies to such procurements. Construction will begin in Spring 2024 and be completed and ready for occupancy for the start of school in August 2024.
