Newfoundland and Labrador Hydro (NL Hydro) requires an engineering consultant to complete an engineering assessment, to gain a thorough understanding the overall physical condition of the Bear Brook Water System at the Bay D'Espoir Hydroelectric Generating Facility and to obtain a set of Issued for Construction (IFC) drawings from the consultant. A condition assessment report, outlining findings and recommendations, will be produced by the consultant following the field inspection. The results of the condition assessment and IFC drawings will then be used to build a separate package for the Construction phase in 2024. It is also expected that the Contractor will be available during the Construction phase for consultation purposes. The Bear Brook water system (See Figure 1) supplies domestic water to four site support buildings at the Bay D'Espoir Hydroelectric Generating Facility, including the main maintenance complex, security building, training center, and the TRO line shop. The system is also required to feed dedicated site firefighting infrastructure and is vital to the operation of Bay D'Espoir Hydroelectric Generating Facility. Use of Bear Brook as a water supply is subject to the terms and conditions of a Water Usage License (WUL), issued by the Water Resources Management Division of the Government of Newfoundland and Labrador. In recent years, water withdrawal rates have exceeded the limits outlined in the WUL, prompting Hydro to examine the system in an effort to resolve the issue. A significant increase in the volume of water consumed throughout the system has been noted since 2019, spurring investigations into the root cause of the increase. These investigations have discovered a number of leaks, that although were repaired when identified, highlighted the requirement for system refurbishment. These investigations have identified issues with the existing water storage tank and a section of the water-piping network that crosses Bear Brook. Please see reference reports located in the Appendix VI. This project includes the completion of a level II condition assessment for the remainder of the system to identify other deficiencies and allow NL Hydro to plan any future refurbishment work that may be required to maintain compliance with the WUL and extend the service life of the system. This project will also address the known issues with the Bear Brook water line crossing and the site water storage tank by providing a set of Issue for Construction drawings, which will be used for the construction phase in 2024. The Bay d'Espoir Generating Station is located off Highway 361 near the community of St. Albans, in south central Newfoundland. The approximate coordinates of the generating station is 47.990211, -55.799724. The nearest urban centre to the generating station is Grand Falls/Windsor, a drive of approximately 170 km.
