Multiple bids from qualified contractors will be received by AMTRAN, a Municipal Authority, 3301 Fifth Avenue, Altoona, Pennsylvania, 16602 for the Diesel Fuel Tank Removal Project Work includes removal of an existing underground 20,000-gallon diesel fuel tank, soils testing, backfill, asphalt pavement restoration and removal of two fuel pumps, the lines connecting the pumps to the tank and electrical components. All tank removal related work is to be performed by a Certified Tank Remover in accordance with PA DEP/EPA regulations. Incidental electrical work is to be performed by a Master Electrician licensed by the City of Altoona. The contract documents may be examined at the AMTRAN Administration Office, 3301 Fifth Avenue, Altoona, Pennsylvania 16602. All bids shall conform to the Contract Documents prepared by The EADS Group, Inc., 450 Aberdeen Drive, Somerset, PA 15501 and dated August 2023. Contractors may obtain same from the Engineer Monday through Friday between the hours of 8:00 AM and 5:00 PM. Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Federal Davis-Bacon Wage Act, as amended. The Notice to Proceed is anticipated to be issued on or about October 02, 2023. The successful bidder will be required to comply with all applicable Equal Employment Opportunity laws and regulations and complete all work within forty-five (45) consecutive calendar days of issuance of the Notice to Proceed. Asphalt paving is to be completed by October 31, 2023. Each bid shall be accompanied by a bid bond, cashiers check, or certified check made payable to AMTRAN in an amount equal to ten percent (10%) of the base bid. No Bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. In the event the Contract cannot be awarded within the specified period, a time extension may be granted by mutual agreement between the Owner and the selected Bidder. This contract is subject to a financial assistance contract between AMTRAN and Federal Transit Administration (FTA) and the U.S. Department of Transportation. All bidders will be required to certify that they are not on the Comptroller Generals list of ineligible contractors. Bidders are also advised that the Authority has established goals for the participation of minority business enterprises in the work to be performed. Contractors are encouraged to use minority business enterprises as subcontractors whenever feasible. All applicable Federal Requirements will apply. AMTRAN reserves the right to reject any or all bids and to accept or reject any part of any bid.
