The U.S. Army Corps of Engineers (USACE), Baltimore District requests capability statements from construction contractors interested in performing sanitary sewer installation under the Section 219 environmental infrastructure program. The jobsite is located in the Borough of Moscow, Lackawanna County, PA and involves construction of an operational extension of the existing Moscow Borough Central Sanitary Sewer System. The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Moscow Sewer Authority Church Street Sanitary Sewer Extension Project. The proposed project will be a competitive, firm-fixed-price, design-bid-build contract procured in accordance with FAR 14, Sealed Bidding, under an Invitation for Bid Process. The primary purpose of this project consists of construction of an operational extension of the existing Moscow Borough Central Sanitary Sewer System to service residents and commercial properties of the borough. The construction of the sewer extension shall limit impacts to residents and business owners who are currently connected to the borough's system, as well as impacts to those who are being connected to the system. Generally, the scope of work for this effort is for the construction of a sewer line extension for the purpose of removing malfunctioning on-lot sewage disposal systems. Specifically, the proposed project will extend the existing Moscow Borough Central Sanitary Sewer System westward from the termination manhole in Church Street near the Moscow Elementary School to the Moscow Borough line, for a distance of approximately 6000-feet. The project will also extend northward along Gardner Road for approximately 2300-feet. The project will consist of 1-1/2" to 4" diameter low pressure mains located along existing state and borough road rights-of-way. Low pressure sanitary sewer laterals would be constructed and a grinder pump installed at each residential or commercial structure. The proposed extension would service existing residents and commercial properties of Moscow Borough (approximately 46.5 Equivalent Dwelling Units). Except where specifically stated, all permit submittals and approvals required for the project will be obtained prior to awarding of the project The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however, SB, Section 8(a), HUBZone, SDVOSB, and WOSB businesses are highly encouraged to participate. In accordance with FAR 36.204 - Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $1,000,000 and $5,000,000. The North American Industry Classification System code for this procurement is (237110 - Water and Sewer Line and Related Structures Construction) which has a small business size standard of $45,000,000. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
