This is a Notice of a procurement process that may result in an award; however, it is not intended as and should not be construed as an offer to contract. The County is seeking a qualified firm to provide CMAR Pre-construction and Construction Services for the Yuma County Historic Courthouse Renovation project in Yuma, Arizona (the "Project".) The County's purpose in seeking a qualified CMAR with appropriate experience is to ensure the successful design and construction of an efficient and sustainable Project to be delivered on schedule and within the budget stated herein. The terms of any contract resulting from this solicitation shall be the date of award through final completion and acceptance by County of the Project, including all related closeout documents. The Yuma County Courthouse is a historic building in Yuma, Arizona. It is the third building to serve as the courthouse of Yuma County, Arizona. It was built in 1928, and designed by Ralph Swearingen & G. A. Hanssen, two architects from San Diego, California. 1. Review, evaluate, and provide professional insight of County's program, budget, and schedule. 2. Key CMAR project personnel shall participate in regular meetings during the Design phase with the County PM and A/E team to collaboratively review project status and design, provide updated construction cost estimate, present constructability and/or supply chain issues, provide construction safety experience and provide an evolving design/construction schedule. 3. Review, evaluate and provide recommendations to the County PM and A/E team regarding renovation and improvements, selection of materials and building systems/equipment, and phasing of the work. 4. Conduct value engineering reviews, constructability reviews, cost estimate evaluation, and supply chain schedule impact reviews as appropriate during Design phase. 5. Upon completion of Design Development phase, CMAR must prepare a detailed cost estimate with supporting data for evaluation, discussion, and approval by the County PM and A/E team. If any estimate submitted to the County PM and A/E team exceeds the previously approved estimates, the CMAR shall provide recommendations to the County PM and A/E team for cost reduction. 6. Upon 50% Construction Document completion, the CMAR shall update and refine the cost estimate as necessary. If any estimate submitted to the County PM and A/E team exceeds the previously approved estimates, the CMAR shall provide recommendations to the County PM and A/E team for cost reductions. 7. Prepare a baseline design/construction project schedule with all activities linked to reflect accurate Critical Path movement for County PM review and approval. Monthly, add activities described in Item 9 below, update, ensure all new activities are linked, and submit for review/approval with pay application. If any schedule submitted to the County PM and A/E team extends the project duration beyond the previously approved schedule, the CMAR shall provide a workable recommendation(s) to the County PM and A/E team for remediation and recovering the schedule. In no case will the Project be allowed to exceed the project end date. 8. The CMAR shall coordinate and integrate the Project Schedule with the services and activities of the County PM, A/E, and construction team Last Day to Submit Questions September 15, 2023
