Medinah Park District (the Park District) is accepting sealed bids for the Park Districts playground renovation at Goodenough Park in strict compliance with the Specifications, Plans and Drawings dated August 30, 2023 prepared by the Park Districts design consultant/landscape architect, Design Perspectives, Inc. (the Landscape Architect), the 2023 Goodenough Park Playground Renovation Agreement, and other Contract Documents (the Project Work). Each bid must be accompanied by a bid bond, certified check, cashiers check or bank draft in an amount equal to ten percent (10%) of the bid, made payable to Medinah Park District. The Minimum Qualification Documentation required in the General Conditions, Instructions to Bidders, and Supplementary General Requirements must also be included with the Bid Proposal. The Prevailing Wage Act (820 ILCS 130/01, et seq.) shall apply to the Project Work. The successful guarantor for the Project Work will be required to submit (a) a Payment Bond and Performance Bond each in the amount of 110% of the Contract Sum, naming the Medinah Park District as primary obligee, in form acceptable to the Park District, co-signed by a surety company authorized by the Illinois Department of Insurance to sell and issue sureties in the State of Illinois, or (b) an irrevocable Letter of Credit in the amount of 110% of the Contract Sum guaranteeing Contractors obligations under the Contract Documents issued by a financial institution with at least $40,000,000 in assets and a capital to asset ratio of not less than 6%, in form acceptable to the Park District to guaranty the performance of contractors obligations under the Contract Documents and the payment of all labor and materials furnished for the Project Work. The cost of said Bonds or Letter of Credit shall be included in the total bid amount set forth in the Bid Proposal. It is anticipated that the Park District will award a contract to the successful Bidder on September 20, 2023, and that a Notice to Proceed will be issued after the contract has been executed by the parties, and all insurance and bonding requirements have been satisfied by the successful bidder awarded the contract. The Project Work, including but not limited to all restoration work, must be performed in strict compliance with the Contract Documents and must be completed within one hundred (100) days of the issuance of the Notice to Proceed, weather permitting. The Park District reserves the right to reject any and all bids, accept all or part of a bid, and to waive minor irregularities and nonconformities in any bid when it is in the best interest of the Park District.
