All construction and other work shall be completed in accordance with all governing codes and ordinances, with the best engineering and construction practices, including material manufacturer's recommendations for installation and workmanship, for the skill or trade involved. B. We request that your proposal be made in conformance with the guidelines contained in the specifications and on all plans. The contract shall be awarded to the company with the proposal determined to be the most advantageous to Val Verde County. C. The offeror shall provide a full design with detailed plans for the 384,950 S.F. proposed area as marked on the drawing provided by Val Verde County. (CDST) The County of Val Verde is soliciting request for proposals for a below ground automated irrigation system and hydromulch for the Alcoa Soccer Fields located at 571 Frontera Road in Del Rio TX, County of Val Verde. Project will consist of providing professional grade irrigation material, design, hydro-mulch, 4" sandy loam and leveling for a proposed area of 384,950 S.F., as indicated on the map (highlighted in purple). At the completion of the project, the system must be operational as demonstrated by its ability to irrigate the identified area of the park and leveled. The submitted proposal must include a material list and a full design of the proposed area with detailed plans and specifications. The successful Offeror must furnish a Performance and Payment Bond each in the amount of 100% of the contract price from an approved Surety Company holding a permit from the State of Texas to act as Surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of Treasury of the United States, or other Surety or Sureties acceptable to the Owner. Awarded contractor will be required to furnish bonds within thirty (30) days from the contract date and before any commencement of work. Time is of the essence in the performance of the contract. Because such damages for delay would be difficult and costly to determine, liquidated damages for delay (but not as a penalty) shall be paid to Owner in the amount of $100.00 for each day that expires after the contract time for substantial completion.
