1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, quality control and other items and non-personal services necessary to perform recapitalization (RECAP) and/or repairs, to a "like new" condition, on Switch Multiplexer Units (SMUs), SMU Power Supplies and Circuit Card Assemblies (CCAs) as defined in this PWS, except as specified in Paragraph 3.0, Government-Furnished Property, Equipment Materials or Services. The contractor shall perform to the standards in this contract. 1.2 Background: Contractor shall refurbish the SMU, SMU Power Supply and Circuit cards to be refurbished to a "like new" condition. 1.3 Period of Performance (Pop): The Period of Performance shall be one Base Year of 12 months and two 12- month option periods. The Period of Performance reads as follows: 1.3.1 Base Year: 18 FEBRUARY 2024 to 17 FEBRUARY 2025 1.3.2 Option Year One: 18 FEBRUARY 2025 to 17 FEBRUARY 2026 1.3.3 Option Year Two: 18 FEBRUARY 2026 to 17 FEBRUARY 2027 1.4 General Information: 1.4.1 Quality Control (Qc): The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QC program is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary. After acceptance of the QC Plan, the contractor shall obtain the KO's (KO) acceptance in writing of any proposed changes to its QC system. The contractor shall submit required data in accordance with the Contract Data Requirements List (CDRL) DD Form 1423, A002, electronically to the addresses indicated on the DD Form 1423. 1.4.1.1 The contractor shall maintain controls over all materials and products throughout the manufacturing process, including the identification of materials that have passed inspection and those that have not. The contractor shall maintain records identifying the status and final destination of all materials and products. 1.4.1.2 The contractor shall establish and maintain a system for controlling material that does not satisfy contract requirements (non-conforming material), including procedures for its identification, segregation, and disposition. 1.4.1.3 All tests shall be accomplished in accordance with the contractor's prepared. Acceptance Test Procedures (ATP) test procedures. The test procedures shall provide sufficient detail to describe the testing of the electrical, mechanical, visual, environmental, functional, software and operational parameters in order to satisfy the equipment's performance (form, fit and function) requirements and to meet Government schedules of the deliverable equipment and components covered by this contract. The contractor shall provide the Government the opportunity to review and comment upon request by the Government. The contractor shall submit required data in accordance with the Contract Data Requirements List (CDRL) DD Form 1423, A003, electronically to the addresses indicated on the DD Form 1423. 1.4.1.4 The contractor shall provide all necessary instrumentation to perform tests, collect and analyze data. The contractor shall provide the COR a list of all tests performed and all final test results, within 30 days after shipment of the completed assets. The Government retains the right to witness all test activities and access to all formal test results and data. The contractor shall submit required data in accordance with the Contract Data Requirements List (CDRL) DD Form 1423, A003, electronically to the addresses indicated on the DD Form 1423. 1.4.2 Quality Assurance (QA): The Government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)). Questions regarding this solicitation shall be submitted to the Contracting Officer, in writing, at least 10 calendar days prior to the closing date. Questions submitted after this time will be answered at the discretion of the Contracting Officer. The Contracting Officer for this action is Thomas Hall, thomas.c.hall111.civ@army.mil.
