It is the responsibility of vendors to submit responses at the designated location on or before the due date and time. Responses received after the designated due date and time shall be considered late and shall be returned to the vendor without further review. Vendor agrees that any additional terms or conditions submitted by vendor that conflict with requirements in this bid solicitation, whether submitted intentionally or inadvertently, may cause the vendor's response to be rejected. If the City, in the City's sole discretion, determines that such a conflict applies to a material term of this solicitation, then the vendor's response shall be disqualified. Failure to do so will not relieve a successful bidder of his obligation to furnish all material and labor necessary to carry out the provisions of his contract. Insofar as possible the Contractor, in carrying out his work, must employ such methods or means as will not cause any interruption of or interference with the work of any other contractor. Little Rock is the State Capital and the largest city in Arkansas. It was chartered in 1835 and is located in the central part of the state, approximately 135 miles west of Memphis, Tennessee. The city has a population of 202,591 according to the 2020 census certified by the Arkansas State Treasurer. The 2023 Operating Budget revenues are $$315,406,222, including the General Fund revenue budget of $$240,747,276. This document is an Invitation to Bid (ITB) issued by the City of Little Rock to vendors who are authorized to do business in the State of Arkansas and who are qualified to perform the work outlined within this bid solicitation. An approved Bid Bond form is included in the Specifications and Contract Documents available from the Public Works Department, Civil Engineering Division. The City of Little Rock encourages participation of small, minority and woman owned business enterprises in the procurement of goods, services, professional services, and construction either as a general contractor or sub-contractor. It is further requested that whenever possible, majority contractors who require sub-contractors seek qualified small, minority and woman businesses to partner with them. All blank spaces for bid prices must be filled in (in ink or typewritten), in both words and figures, and the foregoing certifications must be fully completed and executed when submitted. The bidder shall sign his Proposal in the blank space provided therefore. If Bidder is a partnership, the true name of the firm shall be set forth above, together with the signature of the partner or partners authorized to sign contracts on behalf of the partnership. If Bidder is a corporation, the legal name of the corporation shall be set forth above, together with the signature of the officer or officers authorized to sign contracts on behalf of the corporation. If signature is by and agent, other than an officer of a corporation or a member of a partnership, a notarized, power-of-attorney must be on file with the Owner prior to opening of proposals or must be submitted with the Proposal.
