A Locally Owned Small Business (LSB) is defined as a business enterprise with headquarters and/or physical principal office located in Shelby County, Tennessee which had gross annual sales in the previous year less than the Standard Industrial Classification (SIC) category limits for the business SIC code found in 13 CFR, Part 121.601, and which is an independent and continuing enterprise for profit, performing a commercially useful function, which is at least 51% owned, operated, and independently controlled by a resident or residents of the Memphis Metropolitan Statistical Area and who is/are United States citizens.
