September 22, 2023 Deadline for Respondent's Pre-Application Questions urpose and Intent The City of St. Louis Department of Parks, Recreation and Forestry (hereafter PR&F) seeks proposals for the Professional Management and Operational Services for Dwight F. Davis Memorial Tennis Center. The purpose of this RFP is to promote and ensure the fairest, most efficient means to obtain the benefits of the most qualified, responsive, and responsible proposal. Hereinafter, organizations interested in submitting a proposal in response to this RFP shall be referred to as "Respondents." Issuing an RFP does not obligate the City of St. Louis to award a contract to any provider, nor is the City of St. Louis or any of its employees or agents liable for any loss, costs, damage, or liability of whatever nature incurred by the organizations in the preparation of proposals. Nothing in this RFP nor in any proposal in response to this RFP is intended to be, nor should anything be construed, as an offer of engagement, nor shall the selection of a Respondent be construed as an offer of engagement unless and until a contract is fully negotiated and fully executed by all parties. The City retains the right to award parts of the contract to several respondents, not to select any respondents, and/or to re-solicit proposals. Objectives PR&F envisions a professionally managed recreational facility for all visitors to experience and enjoy throughout the year. The selected company or organization will also provide food and beverage options to the public during operating hours. PR&F is requesting proposals from qualified and experienced organizations or companies for the management of all operations at the Tennis Center. IV. Related Components The proposal must contain the following: o Information regarding company's or organization's prior tennis center management business experience and history. o Biographies of organization's or company's principals, officers, partners and/or shareholders. o Description of any legal actions filed for or against the proposed organization or company within the last three (3) years, including bankruptcy filings, if applicable. o Professional references: including all related to tennis center management and operations; programming; and food & beverage management. o Statement of financial position, including recent financial statements for prior operations. o Financial strength of company or organization. o Proposed facility programming throughout the year. o Listing of all experience related to tennis tournament management. o Listing of all experience related to recreational tennis and pickleball programming. o Listing of all experience related to food and beverage management. o Proposed food and beverage menu with estimated costs. o Quality and revenue potential of proposed food and beverage operation. o Ability to offer a variety of food and beverage options across a range of price levels. o Proposed marketing strategy and or communications plan. o Proposed plan and/or ideas to increase usage of the tennis center. o Proposed minimum revenue thresholds and revenue targets per year for first three (3) years of operation. o Estimated percentage of revenue generation anticipated over the term of this agreement o Proposed base rent. o Proposed commission fees. o Estimated time from award of contract that would be required to commence all operations. o Any proposed facility improvements. The criteria for selection of the potential successful organization or company for this proposed contract include, but are not limited to the following: o Experience and qualifications of organization or company with tennis center management operations, including programming, food and beverages. V. Scope of Services & Objectives PR&F intends to enter into a contract whereby the company or organization would manage all operations at the Tennis Center and pay the PR&F a monthly collected revenue percentage in addition to a monthly base rent, subject to the following parameters. The monthly revenue would be a percentage of gross sales for all retail operations. PR&F and the selected company or organization would agree upon a minimum guaranteed payment, based on a projection of achievable revenue year of operation. PR&F is also seeking information on any proposed improvements to any parts of the Tennis Center facility and the projected costs associated with any general or specifically proposed facility improvements. The company or organization would acknowledge no property interest in the Tennis Center and the City retains all rights, title, interest and ownership of the Tennis Center. The selected company or organization must provide, subject to the approval of the Director of PR&F a qualified tennis professional and manager of the Tennis Center. All financial terms and proposed improvements are subject to negotiation during the contractual process. The company or organization will be responsible for all purchasing, maintenance repairs and replacement of any defective tennis and pickleball nets, courts, seating, lighting and any other related and necessary equipment of the Tennis Center subject to applicable laws.
