Planning Phase/PER: 1. Thorough assessment of existing conditions and summary of system deficiencies, including data collection, studies, and tests. 2. Preparation of a detailed alternatives analysis of potential improvements to the District's existing water system. 3. Development of recommendations regarding possible improvements that may be needed, including design criteria, construction cost estimates, and prioritization of each proposed improvement. 4. Completion of a Preliminary Engineering Report meeting the requirements of the Uniform Preliminary Engineering Report for Montana Public Facility Projects. 5. Conducting public meetings pertaining to the development of the alternatives and the final recommendations. Final Design/Bidding/Construction Phase: 1. Designing improvements including preparation of plans and specifications and assembling a bid package in conformance with applicable requirements. 2. Providing bid evaluation services including preparing the advertisements for bid solicitation, conducting the bid opening, and evaluating bids received. 3. Providing construction engineering services such as conducting the preconstruction meeting, on-site inspection, preparing inspection reports, reviewing contractor requests for payment, conducting final inspection, and providing as built drawings. 4. Preparing an operation and maintenance manual. The right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate. Compensation for activities will be negotiated on a task-by-task basis, as project phases evolve.
