This scope of services describes and defines the Comprehensive Safety Action Plan for the City of Fort Pierce. The consultant will perform the following tasks to facilitate delivering the required criteria described by the U.S. Department of Transportation Safe Streets and Roads for All (SS4A) Grant Program (more details can be found at website If based on consultant knowledge, the consultant believes the scope of work outlined in this RFP should be changed in any way or is too ambitious, the consultant must describe how those changes will better meet the project objectives. The CONSULTANT shall exercise independent professional judgment in performing obligations and responsibilities under this Contract. The CONSULTANT is expected to know the laws and rules governing their professions and ordinances and recognized standards applicable to these professional services. The CONSULTANT shall provide qualified technical and professional personnel to perform to federal, state, and local standards and procedures. The CONSULTANT shall have a Licensed Professional Engineer in the State of Florida sign and seal all reports and documents as required by the CITY. The CONSULTANT shall be aware that as a project is developed, certain modifications and/or improvements to the original concepts may be required. The CONSULTANT shall incorporate these refinements into the design and consider such refinements to be an anticipated and integral part of the work. This shall not be a basis for any supplemental fee request(s). Services provided by the CONSULTANT shall comply with federal, state, and local manuals, procedures, and memorandums in effect as of the date of execution of the Contract unless otherwise directed in writing by the City of Fort Pierce. The purpose of the Safety Action Plan is to improve roadway safety by significantly reducing or eliminating fatalities or serious injuries to all roadway users including pedestrians, bicyclists, public transportation users, motorists, personal conveyance and micro-mobility users, and commercial operators. The Safety Action Plan will identify data driven projects and strategies, and incorporate best practices, stakeholder input, and equity and environmental considerations to address the needs of the City roadways. Low cost/high impact strategies and technologies will be molded to the needs of the area.
