This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; are being requested and a written solicitation will not be issued. The solicitation number is 12905B23Q0179 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-4 dated 6/2/2023. This solicitation is issued a 100% Total Small Business . The associated NAICS code is 238220 (Furnace Installation) the small business size standard is $19M. List CLINS, item descriptions, quantities and units of measure: 0001 - Replace shop furnace in Building 103 at PCFS. Replacement of old furnace with new high efficiency gas furnace in accordance with the SOW. Product/ Code: N045 Product/ Description: INSTALLATION OF EQUIPMENT- PLUMBING, HEATING, AND WASTE DISPOSAL EQUIPMENT : 45 Days After Description/Statement of Work/Specification: See Attachment I - SOW (s) and (s) of and acceptance: 15 November 2023 to the following address ( MUST INCLUDE FOB DESTINATION) USDA-ARS-PWA Northwest Sustainable Agroecosystem 1820 Wilson Road 215 Johnson Hall, Washington State Pullman WA 99163 This requirement shall be FOB Destination. FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the requirements. Evaluation: Evaluation will be on a low price basis. All offers shall provide any specification sheets with their quotation(s). Vendors may submit more than one offer, however, all quotations shall be submitted as separate and distinct offers. Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to- and valid. See the attached RFQ terms and conditions for more requirements. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition. There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. , time and offers are due. Offers are due by September 15, 2023 by 5:00pm PDT. Submit offers to the following e-mail address(es), by the offer due and time: theodore.blume@usda.gov Any and all questions regarding this solicitation shall be submitted in writing to Theodore Blume at theodore.blume@usda.gov no later than September 8, 2023 by 1:00pm PDT. Provide all labor, materials, equipment supplies, supervision, and transportation needed to complete the removal of the old gas furnace and replace with new gas efficient furnace in accordance with the SOW. All work shall be done in accordance with the terms and conditions forth in the RFQ. IAW FAR 36.204, the estimated of this project is less than $25,000.00. Dept. of Labor General Decision # WA20230042 Mod 1 dated 02-03-2023 is applicable to this contract. Period of : 09/29/2023 to 11/15/2023. All questions pertaining to this solicitation, including questions that arise during the , must be submitted on Attachment V - Contractor RFI to theodore.blume@usda.gov 1:00 p.m. PDT, Friday, September 8, 2023. Questions that are not submitted in writing or that are not submitted by this above may not receive a response. Questions/answers discussed at the will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment.
