THIS IS A PRESOLICIATION NOTICE An Invitation for Bids POSTED ON OR ABOUT 9/31/2023. The South Texas Veterans Health Care System (STVHCS) currently has a requirement for a project to Repair and Level Community Living Center Concrete Slab. 36C257-24-Q-1218 NAICS code: 236220 Small business size standard: $39.5 M Magnitude: Between $100,000 and $250,000 Set-aside: 100% Service-Disabled Veteran-Owned Small Businesses PROJECT OVERVIEW The South Texas Veterans Health Care System (STVHCS), Audie L. Murphy VAMC, currently has a requirement to Restore the canopy concrete floor to useable and safe conditions that meets VA Requirements for Compliancy in San Antonio, TX, located at 7400 Merton Minter, San Antonio, TX 78229. This project consists of adjusting the foundation, replacing the sidewalk, grading the vegetated area, and improving the Community Living Center (CLC) Canopy interior condition. The contractor shall install new foundation elements that are deep enough to resist surface movement either up or down. The contractor shall use these foundations to raise the edge of the slab in compliance with the American with Disability Act (ADA) limits. The surface shall maintain enough slope for water to drain to the outside walls. The design intent is for the open joint between the canopy slab and the hospital walkway to close and eliminate/reduce tripping hazards. LOCATION All Work will occur at the following location: Audie L. Murphy VAMC, San Antonio, TX, 7400 Merton Minter Blvd San Antonio, TX 78229. PERIOD OF PERFORMANCE The Government expects to award a contract and issue a notice to proceed upon contract award. The project requires the tasks to be completed within 120 calendar days after issuance of Notice to Proceed (NTP). CONTRACT TYPE This award is a firm fixed price contract. SCOPE OF WORK This document defines requirements for project number 671-21-147, Repair and Level Community Living Center Concrete Slab , at Audie L. Murphy VAMC in San Antonio, TX, 7400 Merton Minter Blvd San Antonio, TX 78229. Contractor must provide all labor, materials, supplies, transportation, tools, equipment, supervision, and construction services necessary to complete project number 671-21-147, Repair and Level Community Living Center Concrete Slab as required by drawings and specifications. All necessary testing and commissioning are required. DESCRIPTION OF WORK Work must include, but is not limited to the following: Contractor must be solely responsible for providing all labor, materials, supplies, transportation, tools, equipment, supervision, and construction services necessary to complete project number 671-21-147, Repair and Level Community Living Center Concrete Slab as required by drawings and specifications. Contractor s work and responsibility must include all necessary planning, scheduling, programming, administration, and management necessary to provide all construction and related services as required. Sub Contractor s shall conduct the work in strict accordance with the contract and all applicable Federal, State, and local laws, regulations, codes, or directives. Sub Contractor s shall insure that all work provided meets, or exceeds the scope of work, the project plans, and the contract specifications. All costs must be included in the base bid including all incidental work and materials associated with the demolition, installation, and construction in the exterior and interior of the building must be included in the base bid. Contractor must be responsible for complying with all construction documents and applicable Department of Veterans Affairs Specifications as part of this project. Contractor must perform all work in accordance with the latest Uniform Building Code (UBC), National Electrical Code (NEC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Standards, and local facility requirements. In the event there is a conflict between any standards/codes, Specification, construction documents, and/or the Sow, the VA is the deciding authority and will determine which clause or provision will apply. All Work must take place with minimal disruption to adjacent workspaces and all work must be coordinated with the VA prior to any work being performed. Important Notice: Apparent successful bid must apply for and receive verification from the Veteran Small Business Certification (sba.gov) program in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Small Business Administration Vet Cert program prior to submission of offer. Failure to be both VERIFIED by SBA and VISIBLE on SBA.gov (VetCert) prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the Veteran Small Business Certification (sba.gov) and submit the required documents to obtain SBA verification of their SDVOSB status if they have not already done so. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
