Site work, new construction and renovation of a mixed-use development in Caldwell, New Jersey. Conceptual plans call for the construction of a 5,500-square-foot, two-story above grade fire / police facility; for site work for a fire / police facility; for the renovation of a 29,150-square-foot, one-story above grade clubhouse / community center; and 6,560-square-foot, one-story above grade library.

Qualifications for Professional Services Under a Fair and Open Process please be advised the Borough of Caldwell is accepting sealed proposals for professional architectural design services of a new two story Police Building, completion of the partially renovated Community Center (New Borough Hall) to house our new Municipal Offices, and the renovation of the existing Borough Library at 1 Provost Square, Caldwell, New Jersey. Included in the design is a new 2 story Police building to be approximately 5500 square feet within the area of the existing Borough Hall (to be demolished under separate contract). Initial concept plans of the proposed three buildings have been developed by a prior architectural firm showing office layouts in their proposed buildings. This information will be provided for potential use in the new design. The existing Community Center is comprised of 29,150 square feet (first floor=21,200sf, lower level=7,950sf), the library is 6,560 square feet (first floor=3,280sf, lower level= 3,280sf), and the Police building will be new construction. A detailed plan set is required to be developed along with construction specifications for bidding purposes. The tasks shall include development of a program to suit the needs of the Borough employees, an initial set of conceptual layout plans, development of construction plans and bid specifications (contract documents for bidding and construction in accordance with applicable state (NJ Local Public Contracts Law) and all federal laws, etc.), and minor assistance with the Bid Phase to answer prospective bidders' questions. As part of the Architect's proposal, the Borough will request to have an experienced construction inspector (contracted by the Architect) to review the bid documents and oversee the construction, as needed, from initial ground breaking to project completion for compliance with the construction plans and specifications Please include a $3,000.00 line item for printing and reimbursables and three (3) meetings for presentation purposes. The first part of the design work will begin as a Phase I with the completion of the Community Center building (New Borough Hall). This building has been initially renovated with a new roof, new HVAC system, and new Dektron unit for the indoor pool. It is currently gutted and needs to be fitted with new offices for the Municipal employees. Phase II will consist of the design of the new Police building, with Phase III consisting of the renovation of the Library. There will be a Civil Engineering design firm hired to design the site plan who will coordinate with the Architect regarding building layout on site. The determination will be made by the Borough upon completion of each design if the three phases will be placed out to bid separately or together as one project. Questions will need to be submitted though the Borough's Deputy Clerk's office. Responses will be returned to all bidders within a few days thereafter. Last day to submit questions will be Friday, September 8, 2023 by 4:30pm. Prospective providers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27; and with P.L. 2001, C. 134 (C.52:32-44 et al) by submitting a copy of their Business Registration Certificate (BRC) with their proposal. Proposals will be evaluated on the basis of the most advantages to the Borough of Caldwell, all factors considered. The evaluation will consider: 1. Experience and reputation in the field. 2. Knowledge of the Borough of Caldwell and subject matter addressed under the contract. 3. Availability to attend any required meetings. 4. Compensation proposal. 5. Other factors if demonstrated to be in the best interest of the Borough of Caldwell. Contracts will be awarded as provided by law at public meetings. This proposal is being solicited through a Fair and Open Process in accordance with N.J.S.A. 19:44A-20.5 et seq. The method of Contractor Selection has not been Determined at this time.
