The Brazos River Authority will receive statements of qualifications, RFP No. 23-06-1308 for Possum Kingdom Ring Jet Valve Forensic Structural Evaluation. The owner reserves the right to accept any of the Proposals submitted or to reject any or all Proposals and to waive informalities and irregularities in the Proposals. All inquiries, including clarifying questions, related to this RFP shall only be directed to the Purchasing Agent via e-mail to submissions@brazos.org. The Purchasing Agent will direct any inquiries to the appropriate BRA staff, a response will be issued and if warranted, an Addendum will be posted on the BRA's website at www.brazos.org. Failure to adhere to this restriction during the advertising, evaluation, and selection phases will result in the rejection of a Respondent's Proposal. Scope of Services A scope of services will be developed in conjunction with the negotiation of a not to exceed, professional services contract between the BRA and the selected engineering Firm. The scope of services presented below is a general description of the required Work to develop this project and will be further developed during negotiations. The following is a non-exclusive overview of possible professional services that may be required: a. Perform forensic structural evaluation on 78" RJV regarding the cracks found on the welds at connection points on the internal stiffening vanes. The RJV is a permit required confined space and would require H2S monitoring. b. The adequacy of the valve design, specifically the thickness of the internal stiffening, vanes under the actual operating conditions at this location should be forensically investigated (to include either x-ray or radiography inspection of entire stainless steel structure) to ascertain if the vanes and welds can withstand the associated stresses. Determination of the root cause will require detailed analysis of the valve design and water flow in the system during operation. Provide a fatigue analysis of the COC. c. Once a forensic evaluation of the RJV is completed, a repair design (if needed) should be completed. If no repair design is needed, then provide the specifications and experience to obtain a contractor to make repairs as needed. Also review and assessment of the contractor firm. Provide to owner a review, assessment, and recommendation of the contractor's abilities and resources to perform the required Work. d. Repair plan should address the spot patching and coating of all metal surfaces throughout the conduit of COC system (42" and 78" RJV). e. Bidding/Contract Award Services (if needed) f.
