THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) for construction services for the following project: Project # 626-24-201 - Replace Chiller # 2 at the Department of Veterans Affairs, TVHS Nashville VAMC, 1310 24th Avenue South, Nashville, TN 37212. SET-ASIDE: 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C section 8127 (d). PROJECT MAGNITUDE: Between $1,000,000.00 and $2,000,000.00 NAICS: 238220 - Plumbing, Heating, and Air Conditioning Contractors SMALL BUSINESS SIZE STANDARD: $19 Million This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 - Sealed Bidding. The solicitation is expected to be posted on or around September 14, 2023 and close on or around October 14, 2023. PROJECT OVERVIEW: The project will replace Chiller #2 with a new VA-provided 1300-ton chiller in Building 1 at TVHS Nashville VA Medical Center, 1310 24th Avenue South, Nashville, TN 37212. This solicitation will result in one award for the project. Site preparations will include modifications to the chiller plant to accommodate the new larger chiller. Contractor will provide professional services to program, optimize and certify/commission the new systems. Contractor is responsible for providing all services, equipment, demolition, and construction to prepare the site and replace Chiller #2. Work includes, but is not limited to architectural, structural, mechanical, plumbing, electrical, controls, programming, optimization and necessary modifications of existing structures and systems. Contractor is to furnish all materials, labor, equipment, tools, supervision, transportation, professional services, and infection control necessary to accomplish the demolition and disposal of the existing chiller (approximately 650 tons); replacement or modification of concrete pads as necessary; removing existing refrigerant from current chiller; prepare site and install a new VA-provided 1300-ton high efficiency centrifugal chiller with variable frequency drives (VFD s). Installation includes necessary demolition, construction, patch-back, concrete pad modification and disassembly/reassembly to create access and place the chiller. Any chiller disassembly/reassembly shall be performed under the supervision and instruction of a certified manufacturer s factory representative. Anticipated completion time from issuance of Notice-to-Proceed is 60 calendar days for the base bid. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor; be registered in SAM; and be registered in the U.S. Small Business Administration (SBA) Veteran Small Business Certification (VetCert) site at the time of submission of bid. Failure to be both verified by the SBA and visible on VetCert https://veterans.certify.sba.gov/ at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the SBA and submit the required documents to obtain verification of their SDVOSB status if they have not already done so. Questions related to this requirement will only be addressed in writing by way of email to the Contracting Officer at vance.rosebush@va.gov. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released on or about 9/14/2023. The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
