Lamar Consolidated Independent School District Ella Banks Junior High - Bid Package #4 The site is located along FM 723 and Bellaire Blvd in Richmond Texas. The temporary construction address is 24655 Bellaire Blvd, Richmond, Texas 77406. Lamar Consolidated Independent School District intends to construct a new Junior High Facility. The project will consist of a new junior high school building to include administrative office space, classroom spaces, lab spaces, physical education spaces, cafeteria/kitchen spaces, a library space, and associated mechanical, plumbing, electrical work and athletic and site improvements.
