The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers solicitations for HHS. PCS, on behalf of the Maintenance and Construction Department of the Health and Specialty Care System (HSCS) division, issues this Request for Qualifications (RFQ) to solicit qualifications from a Construction Manager-at-Risk (CMR) interested in providing consultation, construction and administrative services during the planning and design, pre-construction and construction, furniture, furnishing and equipment (FFE) procurement and installation, closeout and warranty phase services for Project 24-201-TSH, 2-Step CMR for 250-Bed Replacement Hospital, Terrell State Hospital in Terrell, Texas. The Project will include a 250-bed replacement hospital for the Terrell State Hospital located in Terrell, Texas, including 50 maximum security beds, 140 forensic beds, 35 adolescent beds, 25 civil beds, related support services, possible selected demolition, and related utility infrastructure and landscaping. Bed quantities are a baseline based on reasonable estimates and may increase as space and funding permit. PROJECT DESCRIPTION. The Project will include a 250-bed replacement hospital for the Terrell State Hospital located in Terrell, Texas, including 50 maximum security beds, 140 forensic beds, 35 adolescent beds, 25 civil beds, patient living areas, therapy and treatment areas, staff program areas, administration program areas and all the support services that are needed to support patient needs. This replacement hospital will be constructed on the existing Terrell Hospital site. Bed quantities are a baseline based on reasonable estimates and may increase as space and funding permit. The scope of the Project may also encompass demolition of major components of surrounding buildings and utilities as needed to implement the design, including replacement, restoration, or renovation, hazardous materials abatement planning, and consulting services. The Project might include archaeological surveys and will involve working with the Texas Historical Commission. Cost of Work. Respondents should consider the Cost of Work to be $380,000,000.00. The Cost of Work should be considered as the basis for the construction budget, or Guaranteed Maximum Price (GMP), but it does not include any pre-construction management fees, construction management fees, and construction general conditions *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
