The Indian Health Service, Shiprock Service Unit (SSU), Northern Navajo Medical Center (NNMC), located at US Hwy 491 North, Shiprock, New Mexico 87420 has an upcoming requirement for services to assess and make necessary repairs to the fire door within the medical facility at NNMC. The anticipated period of performance will be for six (6) months from the Date of Award. The North American Industry Classification System or NAICS code is 238990 - All Other Specialty Trade Contractors with a small business size standard of $19M The Request for Quotations No. IHS1479386 using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures will be issued on or by September 5, 2023. Evaluation factors may include technical capability to meet the government need outlined in the Statement of Work, past performance, and price. Quotes will be due on or by 12:00 pm on September 12, 2023. The acquisition is set aside as unrestricted. In accordance with 52.204-7(b)(1) prospective contractors must have - and maintain (in accordance with 52.204-13(c) - an active profile in the System for Award Management at beta.SAM.gov in order to submit a quote. Market Survey Security Systems Maintenance (SSM) Contract In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. The responses to this Market Survey will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. This announcement is not intended to guarantee procurement, and will not be construed as a commitment by the Government to enter into a contract. If the FAA decides to conduct an open competition, it may limit the competition to only those vendors who respond to this market survey. This is not a Screening Information Request (SIR) nor Request for Proposal (RFP). The FAA is neither seeking nor accepting unsolicited proposals. The FAA is seeking interested sources that are capable of providing corrective maintenance for security equipment at FAA staffed facilities throughout the United States and its territories. The detail requirements are identified in the attached Draft Statement of Work (SOW). The anticipated contract period will be one (1) base year with four (4) one (1) year options. Key requirements include but are not limited to the ability to provide corrective maintenance of security systems at approximately 500-600 Medium and Large (single building to campus configuration) facilities and potentially another 500-550 small staffed sensitive government facilities. The major security subsystems and equipment are: 1. Access Control Hardware/Firmware (PIC FIPS 201 Compliant Card Readers, Control Panels, etc.) 2. Intrusion Detection (Door Position Switches, Recessed and External Contacts, etc.) 3. Fiber Optic Outdoor Intrusion Detection 4. Metal Detector Systems 5. Gate and Barrier Arm Operators including Logic Controllers, Loop Sensors, etc. (excludes gate and barrier arm infrastructure) 6. Entry Control Video Systems 7. Gate Control Video Systems 8. Duress Alarm Systems At this time the nature of the competition has not been determined. The FAA may decide to set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 561621, Security Systems Services with a size standard of $20.5M. If you believe that another NAICS code is more appropriate to the work specified in this market survey, include supporting justification with your alternate NAICS code. A respondent's suggestion of an alternate NAICS code does not mean that the procurement will be set-aside or solicited under that alternative code. The FAA will consider information submitted in response to this market survey in determining the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's B(a) Program. RESPONSES: Please include the following in your response to this survey: 1. Capability Statement (not to exceed 20 pages) 2. Copy of SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable) 3. Comments on Draft SOW (if applicable) CAPABILITY STATEMENT: Please provide a Capability Statement that addresses the past performance and answers the questions listed below. Past Performance 1. Provide detailed past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact, and description of work performed. Include information that describes the following: Ability to perform the services described in the SOW at sensitive Government facilities Experience performing contracts for corrective maintenance similar to or greater than the following in size, scope, and complexity: Contract value greater than $9M/year Greater than 500 sites over disperse geographic locations Call center experience managing 300-600 per month Technician Response times of 24 hours or less. The major security subsystems and equipment maintained. QUESTIONS Please respond directly to the following questions: 1. How would you address maintenance requirements, including Return to Service requirements, outlined in the SOW and distributed amongst >500 facilities in CONUS and OCONUS (few exceptions for some OCONUS US territories and states) 2. How would you address repair requirements of the following systems installed at the sites listed in (1) a. Access Control Systems (PIV FIPS 201 Compliant), b. Distributed CCTV Video Security Systems, c. Fiber Optic based Perimeter Intrusion Detection Systems, d. Gate Controller and Operators integrated with the Access Control Systems in (a). 3. What is the respondent's experience and capability to manage the systems in question (2) and installed as an integrated system of COTS subsystems from different manufacturers 4. Provide a ROM for rates for the below labor categories; for Electronic Technician and Perimeter Intrusion Detection Repair Technician provide a ROM by region for (New England, Eastern, Southern, Great Lakes, Central, Southwest, Alaska, Northwest, Western Pacific): a. Program Manager b. Security Systems Specialist (Senior) c. Logistics Specialist d. Call Center Technician e. Administrative Support f. Electronics Technician (Senior) g. Electronics Technician (Junior) h. Network Engineer i. AutoCAD Specialist 5. Is the company, partner, or planned subcontractor ISO 9001 certified or registered Describe the elements of the company if specific segments of the company have status as ISO 9001 certification or registration 6. Describe the average technical experience levels of your Call Center technicians. 7. What experience do the respondent and/or partners have with maintenance services at sensitive Government operating facilities 8. What additional resources will you draw on if necessary to perform the contract If subcontracting, teaming, or FAACO - Federal Aviation Administration Contract Opportunities partnering agreements are anticipated, identify the arrangements, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort.
