The City of Irvine (hereinafter referred to as the "City") is requesting proposals to establish a contract for Installation of Solar Photovoltaic Systems for Five Paring Lots at the Great Park, with work to commence on or about March 2024 and be completed on or about December 2024. Brown Senior Buyer bbrown@cityofirvine.org The City is interested in receiving qualified proposals to design, install, and maintain solar photovoltaic systems at the Great Park (8000 Great Park Boulevard, Irvine, CA 92618), in accordance with California Government Code 4217.10-18 performance and eligibility criteria. The attached site map identifies five parking lots that are eligible for solar canopies. The proposed systems should achieve as much offset as possible for the energy use on-site both for the current Sports Park demand and the future demand from the 300 acres the City is working to develop in the next decade. Additionally, as part of the Irvine ACHIEVES Climate Resolution, the City seeks to pursue a zero-carbon strategy for buildings, and asks that firms consider all options for energy storage systems and/or pilot programs including but not limited to battery energy storage systems, advanced flow battery storage systems and other applicable technologies. Staff asks that proposals consider opportunities that support current and future microgrid potential for the site. The City also requests proposals include innovation in the design aesthetic for the carport systems. Each proposal must offer a Power Purchase Agreement (PPA) for the construction, operation and maintenance for the installed power infrastructure. The City does not have a standard PPA; each proposer will provide a template agreement for city review. The PPA provider organization does not need to attend the Mandatory Pre-Bid Meeting. Existing parking lot lighting and trees that conflict with the proposed PV arrays are to be removed by the solar installer and these costs must be included in the proposal costs and PPA. Phased installation is required to minimize impact to Sports Park operations. The selected firm will work with the city to develop the installation schedule following contract execution. The minimum clearance for PV arrays is 14 feet above finished surface. All canopies must include gutters and downspouts connected to city storm drains. The design of the PV array supports must be architectural/enhanced beyond a standard galvanized steel support. Use of decorative concrete piers, painted metal, curved supports, and other beautification elements are encouraged. Laydown areas will be identified by the city in negotiation with the selected firm following contract execution. This project does not include installation of any Electric Vehicle charging stations.
